Agency Description:

The Georgia Technology Authority (GTA) currently manages the delivery of IT infrastructure services to 85 Executive Branch agencies and managed network services to 1,300 state and local government entities. IT infrastructure services encompass mainframes, servers, service desk, end user computing, disaster recovery and security; 14 agencies receive all of these services through GTA, while the remaining agencies may receive two or three of these services. Managed network services include the state’s wide and local area networks, voice, cable and wiring, and conferencing services.

Both categories of services are provided as shared services through a public-private partnership called the Georgia Enterprise Technology Services (GETS) program. A Multisourcing Service Integrator is responsible for coordinating and overseeing the delivery of services by multiple providers.

GTA’s Sourcing Management Organization is responsible for service provider oversight and management while our Sourcing Governance Organization is responsible for governance.

Meanwhile, GTA’s Enterprise Governance and Planning promotes an enterprise approach to technology by establishing statewide policies, standards and guidelines based on industry best practices and federal requirements. EGAP works closely with the Governor’s Office of Planning and Budget and state agencies to ensure an individual agency’s IT strategy aligns with its overall business strategy and business continuity planning. EGAP is involved in managing the state’s portfolio of technology projects to ensure they meet established goals and are completed on schedule and within budget.

Information security is a critically important concern at GTA, and the Office of Information Security gives particular attention to supporting the development of training for state employees, so they understand their role in protecting sensitive information. In compliance with statutory requirements, GTA gathers data from state agencies on an annual basis regarding their IT security programs and IT expenditures. The data are compiled into reports that are useful in guiding state leaders in their decision making.

GTA manages the state's official online portal,, and enterprise web-publishing platform. The portal provides information and services from more than 115 state agencies and links to city and county government websites. The enterprise platform supports 78 state agency websites. Both the portal and the enterprise platform are carefully designed to ensure friendly navigation, accessibility for users with disabilities, and robust search capabilities.

GTA is currently seeking a Contract Manager in Procurement Management.


Under broad supervision, the Contract Manager guides Georgia Technology Authority (GTA) in contracts administration. The Contract Manager is accountable for managing all aspects of GTA's contractual agreement(s) on behalf of GTA and GTA Customers. The Contract Manager works in close collaboration with Legal, Service Management, and Finance to maintain a thorough knowledge of all aspects of the contracts; modify the contract as needed; educate State of Georgia leadership on GTA's and the Service Provider's obligations within the overall agreement; report on the status of these obligations; manage issues related to the contract; and assist in interpreting the contract as needed. The Contract Manager has primary responsibility for negotiating amendments to the Contract. The Contract Manager will assume responsibility for other contractual agreements as designated. In cases where contract terms are in dispute between GTA and the Service Provider, this role is the subject matter expert advocate for GTA.

The Contract Manager reports directly to the Director of Contracts and Compliance.



  • Creates, establishes, reviews, and negotiates legal documents including: Master Service Agreements (MSAs), End User Licensing Agreements (EULA) Software Use or Maintenance Agreements used in conjunction with solicitations, or as needed to obtain goods and/or services.
  • This role is the subject matter expert for GTA contract concerns.
  • Monitor Service Provider compliance with contract terms and conditions, routine attestations and reports and critical deliverables
  • Monitor GTA's compliance with contract terms and conditions, commitments and notifications  
  • Monitor use of automated tools for contract management functions
  • Liaise with finance, service delivery and performance management functional teams
  • Reports the status of contract issues through Governance structures as required
  • Tracks, manages, and reviews contract issues
  • Provides contract interpretations of contractual obligations to leadership, including contract education and awareness, and serves as the point of contact with SMO and Legal in obtaining their assistance in contract related activities
  • Tracks fulfillment of all contract deliverables and obligations (e.g. policy and procedures manual, monthly files and reports, development and implementation of methodologies, etc.)
  • Collaborates with GTA Legal on contract related activities as necessary
  • Assist in negotiation for all amendments, additional services and issues requiring contractual resolution
  • Facilitate timely problem resolution of contractual issues to minimize impact of service disruptions
  • Ensure GTA meets evolving business needs by leading contract modification efforts as necessary
  • Ensure that appropriate audit controls are in place for Service Provider's processes and invoices  
  • Manage benchmarking activities to monitor Service Provider's performance against industry standards
  • Ensure terms and conditions of agreement are satisfied.
  • Negotiate any required third-party contract assignments and ensure compliance with terms and conditions of consents
  • Mentor, lead or supervise other employees, such as Contract Analyst(s)
  • Be diligent in looking for lean opportunities and executing lean projects
  • Performs all other duties as assigned

Minimum Qualifications: 

  • BA/BS in Business Administration, Computer Science or related field or equivalent work experience and/or certifications AND 5 years’ experience in contract management and managing third parties to deliver services with experience working in an outsourcing environment


Preferred Qualifications: 

(Preference will be given to candidates who, demonstrate some or all the following skills/experience):

  • Experience managing large contracts in significant IT outsourcing relationships
  • Legal or paralegal qualification/experience
  • Demonstrated experience with an organization with multiple business units with remote locations.
  • Experience interacting with state and/or elected officials
  • Experience working in leading a team-oriented, collaborative environment
  • Experience working in a technology organization
  • Certified Outsourcing Professional certification


Pay Grade: 10

Salary Range: $63,800 - $84,000/annually

Current Georgia state government employees will be subject to SPB rule provisions.
