Agency Description:

The Georgia Technology Authority (GTA) currently manages the delivery of IT infrastructure services to 89 Executive Branch agencies and managed network services to more than 1,200 state and local government entities. IT infrastructure services encompass mainframes, servers, service desk, end user computing, disaster recovery and security. Managed network services include the state’s wide and local area networks, voice, cable and wiring, and conferencing services.

Both categories of services are provided as shared services through a public-private partnership called the Georgia Enterprise Technology Services (GETS) program. A Multi-sourcing Service Integrator is responsible for coordinating and overseeing the delivery of services by multiple providers. GTA is responsible for service provider oversight and management as well as governance.

Meanwhile, GTA promotes an enterprise approach to technology by establishing statewide IT policies, standards and guidelines based on industry best practices and federal requirements. GTA works closely with the Governor’s Office of Planning and Budget and state agencies to ensure an individual agency’s IT strategy aligns with its overall business strategy and business continuity planning. GTA is involved in managing the state’s portfolio of technology projects to ensure they meet established goals and are completed on schedule and within budget.

Cybersecurity is a critically important concern, and GTA gives particular attention to supporting the development of training for state employees so they understand their role in protecting sensitive information. In compliance with statutory requirements, GTA gathers data from state agencies on an annual basis regarding their IT security programs and IT expenditures. The data are compiled into reports that are useful in guiding state leaders in their decision making.

In addition, GTA is responsible for partner coordination at the Georgia Cyber Center, Located in Augusta, the center is a state-owned facility designed to promote modernization in cybersecurity technology for both the private and public sectors through unique education, training, research, and practical applications. Comprised of two buildings with a total of 332,000 square feet and budgeted at more than $100 million, the center is the single largest investment in a cybersecurity facility by a state government to date. The first of the two buildings, the Hull McKnight Building, opened July 10, 2018, while the second building, the Shaffer MacCartney Building, opened January 10, 2019.

GTA manages the state's official website,, and enterprise web-publishing platform. GeorgiaGov provides information and services from more than 115 state agencies and links to city and county government websites. The enterprise platform supports 82 state agency websites. Both GeorgiaGov and the enterprise platform are carefully designed to ensure friendly navigation, accessibility for users with disabilities, and robust search capabilities.

Through Call Center and Constituent Services, GTA provides constituent services on behalf of the Governor's Office. The Office of Constituent Services is a point of contact for advocates, legislators, and the general public, and its specially trained staff answers questions, addresses complaints, and helps with access to state of Georgia services. In addition, GTA's call center, 1.800.georgia, responds to calls, emails, and chats from users of Georgia's website, It also offers call center services to other state and local government agencies.

GTA and the Department of Community Affairs are leading the Georgia Broadband Initiative, whose goal is to promote and deploy broadband services in unserved areas of the state. Broadband has become essential to business, education, healthcare, agriculture, and overall quality of life, but many rural communities lack high-speed access to the internet. The initiative also involves the Department of Economic Development, the State Properties Commission, and the Department of Transportation.

GTA is currently seeking an Information Security Officer (ISO) in the Office Of Information Security (OIS).


Job Summary & Responsibilities:



The Information Security Officer (ISO) is responsible for the development, implementation, and continuous monitoring of a comprehensive information security program for the agency. The ISO will develop an agency culture of cyber awareness, preparedness and resiliency. The ISO will lead and participate in information security related projects and ensuring people, processes, and technology aligns with the desired security posture of the organization.  The Information Security Officer is trained and experienced in meeting security needs of the agency, which aligns with the agency’s mission and vision.


This position reports directly to the Deputy State Chief Information Security Officer (CISO) or their designee.




  • Leads the development and enforcement of policies and plans in compliance with laws, regulations, policies, and standards in support of organizational information technology and cybersecurity activities.
  • Communicates with all levels of management and other supporting or supported agency business owners on cyber risks existing within the organization.
  • Manages assigned resources to support IT and security goals and objectives to reduce the overall organizational risk.
  • Advises management on technology, information system policy matters, and maintains continuous lines of communication by keeping the agency CIO and State CISO informed of all critical information security issues.
  • Provides status reporting to senior management on security projects and cybersecurity maturity using dashboards as directed.
  • Manages and continuously matures other information security program domains areas: audit & compliance, security awareness training, vulnerability assessment, risk assessment, network security, endpoint security, product evaluation, and security solution implementation.
  • Leads the agency cyber incident management function, plans and conducts table-top exercises.
  • Leads the agency disaster recovery and business continuity management activities.
  • Maintains a working knowledge of IT and cybersecurity support contracts, develops and maintains necessary relationships with IT and cybersecurity partners.
  • Assists the agency with the creation, maintenance and update of Cybersecurity reports and artifacts such as: System Security Plans, Incident Response Plans, Security Program Plans, etc…)
  • May perform reviews on agency security policies, standards, guidelines and procedures)
  • Perform other duties as assigned






Minimum Qualifications: 


  • BS/BA degree in Computer Science/ Information Technology/ Information Security or related field or equivalent experience and four (4) years of proven experience and demonstrated success in technology leadership with emphasis on information security and data governance
  • Currently holds an advanced level cyber certification per state guidelines or achieves within 12 months of start date: (CISA, CISM, CISSP, C)ISSO, or GSLC) or a Masters degree in Information Assurance or Cybersecurity
  • Must hold or be able to qualify for a US Department of Homeland Security (DHS) clearance 

Note: An equivalent combination of education and job specific experience that provided the knowledge, experience and competencies required to successfully perform the job at the level listed may be substituted on a year-over-year basis.

Preferred Qualifications (in addition to meeting the minimum qualifications preference will be given to candidates who, demonstrate some or all of the following skills/experience):


  • Experience working with various cybersecurity best practices, frameworks, and regulations such as: NIST Special Publications documents (SP 800-30, 800-37, 800-50, 800-53A, 800-53, 800-60, 800-61, and 800-64), NIST FIPS (FIPS-199, 200, 140-2), IT Security frameworks - (NIST Special Pubs 800 Series, NIST Cybersecurity Framework, ISO 27000 Series), CIS CSC, and regulations (FISMA, HIPAA, CJIS, SSA, PCI-DSS).
  • Knowledge of Microsoft Active Directory, and Microsoft enterprise security best practices, various Windows application server platforms and end user applications.
  • Working knowledge of enterprise network solutions, delivery technologies, and engineered network security solutions
  • Experience in project management a plus
  • Strong, oral and written communication skills with ability to understand technology sufficiently to clearly communicate the complexity in simple terms for key stakeholders




GTA Pay Grade: 11

Hiring Salary: $92,200.00

Current Georgia state government employees will be subject to SPB rule provisions.
