Legal Services Officer
NOTE: Salary commensurate with education and/or experience.
The incumbent of this position will serve as legal officer to the Georgia Environmental Protection Division and would serve as in-house counsel to the Division and would be responsible for providing legal support on issues related to federally-delegated programs, state programs, interpretation of environmental statutes and rules as well as serving as liaison with the Office of the Attorney General for state and federal court litigation. In addition, the individual would also serve as legal counsel to the Division on issues related to contracts, grants, employment matters, civil rights legal compliance, open records requests, records retention, financial assurance instruments, and environmental covenants. The Legal Services Officer would provide support to a wide range of agency personnel and be expected to use a variety of lawyering skills, including quick-turnaround interpretation of existing and proposed statutes and rules, memo writing, client relationship skills, providing plain-language interpretation of legal requirements, and legislative and regulatory drafting. This individual may act as a lead worker and/or supervise support staff.
Preferred Qualifications:
- One or more years’ experience supervising subordinate lawyers or other legal professionals
• Environmental law experience, including federal and Georgia statutes and rules addressing air quality, water supply, water quality, solid and hazardous waste management, and/or hazardous releases.
• Experience working for or representing government agencies.
• Experience drafting and negotiating contracts.
• Experience with the Georgia Administrative Procedures Act and Georgia Open Records.
• Experience with real estate transaction issues and financial assurance requirements associated with environmental laws and/or regulations.
