Responsible for the overall direction, coordination, implementation, execution, and completion of moderately complex projects ensuring consistency with the strategies, initiatives, goals, timelines, and budgetary parameters of the State Road & Tollway Authority (SRTA) and the Atlanta-region Transit Link Authority (ATL), collectively the “Authorities.” Acquires resources and coordinates the efforts of project team members to deliver projects according to schedule, budget, and scope. Resolves budgetary, technical, and scheduling issues as they arise and escalates issues of concern to management when appropriate. Maintains project status reports and project files. Understands, proposes updates to, and maintains the Authorities’ PMO Processes and Procedures. This position is Open Until Filled.
Job Responsibilities & Performance Standards:
- Defines plans, schedules, and tracks project tasks, deliverables, goals, and milestones
- Manages all project phases including initiation, planning, execution, monitoring and controlling, and close out
- Understands project goals, and business needs
- Manages and monitors project schedule, budget, and scope to ensure that projects remain in-scope and meet budgetary, scheduling, and quality requirements
- Identifies resources for project/program implementation. Manages resource allocation proactively by ensuring that appropriate resources and tools are assigned to the tasks according to the project plan to execute the planned tasks successfully and on time. Responsible for training, managing, and motivating the project team, as well as resolving team conflicts
- Manages, reports and documents change to the project scope, schedule, and costs using appropriate verification techniques
- Monitors planning, development, implementation, construction and testing activities and reports on any issues, delays, changes, or concerns to management
- Manages and coordinates with vendors as needed
- Works with the Authorities’ Legal department to process contracts, task orders, change orders and amendments. Manages these Contract documents to ensure adherence to legally binding requirements
- Manages official project files and documentation
- Reviews and processes invoices and draw downs for expenditures on projects in the Authorities’ financial system (i.e., TeamWorks). Follows the Authorities’ processes to ensure invoices are processed within a reasonable timeframe
- Provides periodic project status updates to various parties, both internal and external
- Facilitates internal and external project meetings and ensures detailed reports or minutes are distributed to team members
- Maintains excellent communication among project stakeholders, management, and project team
- Manages proactively project issues and risks. Creates risk and issue mitigation and contingency plans
- Measures project performance using appropriate tools and techniques to monitor the progress of the project, identify and quantify any variances, perform any required corrective actions, and communicate to all stakeholders.
- Follows Federal compliance and procurement processes
- Maintains a flexible work schedule that may require working on evenings and weekends. It may require occasional statewide or out of state travel
- Maintains a consistent, high quality, professional orientation when conducting business and providing services for the Authority and/or interacting with stakeholders
- Maintains a high level of job skills by attending and completing various seminars and training courses as well as reading appropriate literature. Continues professional development to keep abreast of emerging technologies, methods, and best practices.

Required Skills:
- Extensive understanding of PMI project management principles, methods, and techniques.
- Applicants must be well organized, detail oriented, committed to excel, and possess strong interpersonal acumen for interacting with a broad range of stakeholders, internally and externally.
- Driven, detail oriented, goal oriented, self-motivated, decisive, and flexible with proven ability to conform to shifting priorities, demands and timelines.
- Strong leadership, high emotional intelligence, diplomatic and motivational skills including the ability to lead up, across and down multiple divisions, offices, departments, and organizations.
- Excellent communication (written, verbal and presentation) and interpersonal skills. Strong experience presenting to executive sponsors and demonstrated communication skills; both with technical and non-technical staff, and all levels of management.
- Experience influencing and gaining buy-in from executives’ sponsors, team members, stakeholders, and peers.
- Experience negotiating vendor contracts.
- Experience drafting and submitting budget proposals and forecasts, recommending subsequent budget changes where necessary.
- Tools: Proficient in Microsoft Office 365 Suite including MS Project, SharePoint, Teams, Excel, Word, and PowerPoint.

Preferred Qualifications:
In addition to the minimum qualifications, must meet two (2) or all the following:
- Related degree or experience in engineering, technology, management, business administration, etc.
- Four (4) to six (6) years of project management experience.
- Industry experience in the execution of transit and/or tolling projects.
- Direct work experience in at least one (1) of the following areas: tolling, transit, or transportation.
- Experience in governmental project management.
- PMP (Project Management Professional) certification or commitment to obtain such certification within six (6) months of hire.
