General Description

The Georgia Department of Community Affairs (DCA) is a state organization dedicated to partnering with communities to help create a climate of success for Georgia's families and businesses. DCA offers a fast-paced, challenging, and dynamic environment that requires attention to detail, pride in quality of work, and the ability to work as a versatile team player. 

Overview of Job:

DCA is seeking a Principal Accountant for its Georgia Housing Finance Authority (GHFA) team. Under general supervision and according to Generally Accepted Accounting Principles (GAAP), this position performs advanced professional accounting duties that require independent judgement and initiative. Duties include analyzing, recording, and interpreting financial transactions, preparing specialized and standard accounting reports and providing information to auditors and other third parties. This position records and reconciles cash and investment activity to externally held investment portfolios and commercial bank accounts.  This position will also initiate bank ACH and wire transactions, prepare journal entries and complete general ledger reconciliations for mortgage loan and housing grant programs. 

Knowledge, Skills, & Abilities:

  • Knowledge of the relationship of GL balance and its subsidiary ledger balances, reconciliation of source data to accounting modules
  • Ability to accurately prepare accounting entries and adjustments and perform mathematical computations
  • Ability to retrieve information from the accounting system and identify and investigate discrepancies
  • Ability to work with federal forms and applicable regulations
  • Ability to review source documents, such as accounting reports, invoices, reviews, analyzes and resolves related problems
  • Ability to provide support to auditors and other reviewers and perform clerical responsibilities. Responds to requests for information/advice solves clerical/accounting problems
  • Ability to communicate effectively, both verbally and in writing
  • Ability to meet strict deadlines and collaborate with program managers
  • Skill in Excel and data analysis methods
  • Ability to interpret and present data to management team
  • Ability to manage multiple tasks

Agency Specific Minimum Qualifications:

Master's degree in accounting from an accredited college or university AND Two year of professional accounting experience

OR

Bachelor's degree in accounting from an accredited college or university AND Three years of professional accounting experience

OR

Bachelor's degree in a business curriculum from an accredited college or university AND Four years of professional accounting experience 

Position Requirements:

Job candidate for this position will be subject to a criminal background check, educational degree check, and reference checks prior to the extension of a job offer. 

Preferred Qualifications: 

Preference will be given to applicants who in addition to meeting the agency specific minimum qualifications possess at least one of the following:

  • Experience reconciling cash and investment accounts
  • Experience recording journal entries
  • Experience with mortgage loan or grant fund accounting

 

Note: An equivalent combination of education and job specific experience that provided the knowledge, experience and competencies required to successfully perform the job at the level listed may be substituted on a year-over-year basis.

WORKING CONDITIONS (TRAVEL, HOURS, ENVIRONMENT)

This position is currently designated as a hybrid (part in-office and part remote/Telework) position.  This position is full time (40 hours per week) and may require occasional overtime.  Local periodic travel may be required. 

 

PHYSICAL/SENSORY REQUIREMENTS

Sedentary Work – Ability to exert 10 - 20 pounds of force occasionally, and/or negligible amount of force frequently to lift, carry, push, pull or otherwise move objects. Sedentary work involves sitting most of the time but may involve walking or standing for brief periods of time.

Bachelor's degree in accounting and three (3) years of professional accounting job-related experience; or Two (2) years of experience at the lower level Accountant 3 (FIP022) or equivalent position.
