The Financial Analyst will work under general supervision in the Natural Gas Unit. The Financial Analyst will perform regulatory compliance work of basic to considerable difficulty as a member of the Natural Gas Unit in the application of Commission rules/policies, state/federal laws, utility ratemaking, finance/accounting principles and the development of presentations and recommendations in matters concerning the regulation of Natural Gas Utilities, Municipal Gas Companies, and Natural Gas Marketers. The Financial Analyst will be expected to perform independent analysis on financial statements, capital budgets, expense budgets, project costs, calculation of regulated rates, and other complex financial matters.

·      Conduct independent analyses on a wide range of financial matters. This will include the review of financial statements, applying accounting principles, auditing, review capital budgets, trend analysis, variance analysis, market share, and review of affiliate transaction data and methodologies.

 

·      Analyze rate case filings or Georgia rate alternative mechanisms, including revenue requirement, rate of return, depreciation, working capital, and utility company investments.

 

·      Perform analysis of regulatory filings made on a quarterly and annual basis.

 

·      Issues Data Requests in order to obtain financial and technical information from Utilities and Marketers.

 

·      Acquire knowledge of the natural gas marketer application process and the ongoing review of gas marketer financial and technical capability.

 

·      Proficiency in Excel to review and create financial models and conduct financial analysis.

 

·      Candidate will develop a good working knowledge of the Georgia rules, laws, policies, and procedures relevant to the natural gas industry and how this affects Georgia and will apply critical thinking and analytical skills utilizing accounting/financial knowledge and/or natural gas regulatory practices and standards related to accounting, finance, and economics analyses.

·      Lead multiple projects, make independent assessments, write reports and present recommendations before the Commission in a public forum with the ability to answer questions and defend positions.

 

  • Participate and perform effectively in assignments showing the ability to work well in a team.
  • Ability to manage multiple priorities and meet deadlines.

 

Bachelor's degree in accounting or finance from an accredited college or university. Intermediate or above skills in Excel, Word, Outlook, and PowerPoint. Excellent oral, written, and presentation are essential skills.

High school diploma/GED and four (4) years of experience in engineering, operations, and inspection in the area of assignment, which included work with public utilities; or two (2) years of experience required at the lower level Utilities Analyst 1 (RCP090) or position equivalent.
