This position primarily conducts quality assurance inspections in the field on the rolling stock and equipment at the three Xpress operations facilities.  A secondary role includes monitoring the fleet condition and contract compliance of the service providers. Specifically, it evaluates the effectiveness of all maintenance activities by examining road calls and other defects, work orders, preventative maintenance (PM), predictive maintenance, repairs, and campaigns performed by contractors or manufacturers on the fleet. The position monitors repairs, repair parts usage, and repair techniques, to ensure professional standards of quality in the performance of all activities, and possible trends for identification of quality problems or parts shortage and recommends corrective actions/solutions to the Authority.  The position also reviews and analyzes work orders to ensure repairs are appropriate and completed on a timely basis and provides necessary reports for use by team/staff to ensure that the fleet is properly maintained by the service contract.  Working hours: Monday through Friday - 7 a.m. - 4 p.m.

Job Responsibilities and Performance Standards:

·   Performs field inspections of incoming materials and parts to verify compliance with procedures, drawings, specifications, industry standards, and/or suitability; submits non-conformance reports on discrepant items and maintains accurate receiving records.

·    Ensures the operations fleet (buses/coaches) are safely maintained and in compliance with manufacturer guidelines, FTA and DOT regulations, Transit Asset Management Plan, and Fleet Maintenance Program requirements.

·    Performs field safety inspections at the operating facilities on all revenue and non-revenue vehicles, including safety-sensitive facility equipment such as vehicle lifts, doors, alarms, fire suppression systems, fuel spill kits, etc., as requested.

·    Conducts fleet audits to identify any potential problems through routine on-site visits and monitoring processes to provide for contingencies.

·     Reviews record keeping and uses an Asset Management database to compile and/or analyze all maintenance work orders, labor costs, equipment replacement, fuel usage, oil analysis, campaigns, warranty repairs, and other maintenance-related data.

·     Provides support in the evaluation of contract maintenance providers, periodic inspection, analysis, and on-site inspection of equipment, processes, and procedures in verifying system reliability and the identification of opportunities for process improvement.

·      Conducts mid-process and final inspections on newly acquired buses as well as those in a Mid-Life Rehab program.

·      Participates in First Responder training for Emergency Response incidents including Inclement Weather Plan.

·       Assists the Asset Management Administrator with other relative transit projects and duties, as needed.

·      Assists the Transit Program Manager in managing the preventative maintenance of non-revenue vehicles and equipment.

a)       Completes and/or assists in the completion of vehicle service records and service requests accurately and legibly as repairs and servicing are performed.

b)      Assists with minor equipment repairs as needed.

c)       Performs inspections, such as checking fluid levels, lights, and tires on vehicles and routine maintenance tasks on equipment.

d)      Performs oversight on FTA-purchased assets as required by the Fleet and Maintenance Plan.

e)       Monitors DOAS fleet requirements and makes certain ATL and SRTA fleet meets the standards.

f)       Manage all aspects of the non-revenue fleet.

·         Reports to work as necessary outside of normal scheduled work hours during emergency situations and special assignments.

·         Performs other duties as assigned by Management.

Knowledge, Skills, and Abilities:

 ·         Knowledge of federal and state laws, rules, regulations, policies, and procedures governing public transit fleets.

·         Knowledge of FTA and DOT rules, regulations, and procurement requirements related to public transit.

·         Knowledge of investigative procedures and fact-finding techniques such as root-cause analysis.

·         Knowledge of data collection guidelines.

·         Knowledge of confidentiality guidelines and rules.

·         Ability to learn ATL Xpress fleet-related policies and procedures.

·         Organizational skills.

·         Ability to communicate effectively and professionally, both orally and in writing.

·         Ability to communicate technical information.

·         Ability to utilize program-specific software such as Microsoft Office.

·         Ability to collect data and enter correctly, analyze, and summarize information.

·         Ability to prepare basic reports and maintain files and records.

·         Ability to use computer software to create and document records.

·         Ability to interact effectively with people.

·         Ability to perform basic mathematics.

·         Ability to use interviewing techniques to obtain, verify, and evaluate sensitive information.

·         Ability to write clear and concise reports on detailed reviews and/or investigations to include research results and recommendations.

·         Ability to work semi-independently

Minimum Qualifications:

Able to work in the field at various locations under varying weather conditions.

Certification from an accredited technical school in bus maintenance, public transit, or a related area AND three (3) years of related experience in quality assurance and field inspections of vehicles OR five (5) years of related experience in quality assurance and field inspections of vehicles.  Detail-oriented, team player, excellent communication, and flexibility are key skills and attributes for this position.  Ability to follow work practices and standard operating procedures for this position.  Applicant must use and/or wear the appropriate equipment, protective devices, and/or clothing in the performance of duties as applicable and report health and safety concerns related to job performance to supervisor.  Applicants must have a current, valid CDL Class B with a P endorsement, and a good driving record.  Ability to work as necessary outside normal scheduled work hours during emergency situations and special assignments.  Preferred Qualifications:

  • Experience in public transit fleet or automotive fields. Certification, licensure, and registration in the following are a plus:
  • ASE Transit Bus Certifications and/or Medium/Heavy Trucks
  • Transit Bus and Coach technical knowledge and experience.
  • MCI Certifications
  • Experience in operation and maintenance of Cummins, Allison, Bendix, and Wabco systems.
  • Electric bus/vehicle knowledge and experience
Bachelor's degree in a related field and One year of related experience OR Associate's degree in a related field from an accredited college or university and Two years of related experience OR One year of experience at position equivalent.
