This is a Time Limited, Grant Funded position.

Under broad supervision, acts as deputy to the Hazard Mitigation Division Manager through the administration of staff in all areas including development, programming, operations, budget requirements and interagency coordination. Maintains communication with agency executives, other agencies and community resources. Selects appropriate methods and techniques for resolving problems. Recommends or initiates personnel actions and administers agency policies. Responsibilities may include productivity planning and evaluation, staff activity, and performance evaluation of staff and contract services. Monitors compliance with agency and federal grant policies and procedures. Assists in management of FEMA Hazard Mitigation Assistance grants. Requires exercise of independent judgment and initiative to perform a variety of management, hazard mitigation planning and grants management functions.

Responsibilities:

Interprets and applies state and federal rules, regulations, policies, and legislation as it relates to the operations of the Hazard Mitigation Division. Assists in developing and meeting the strategic goals in accordance with the mission of the Georgia Emergency Management & Homeland Security Agency. Maintains a superior knowledge of all program areas within the Hazard Mitigation Division. Develops and maintains cooperative working relationships with internal and external contacts relating to divisional operations. Conducts extensive research to compile information needed to generate reports, complete plans and projects and accurately respond to questions and concerns. Analyzes problems, questions, issues, etc. and develops recommendations for resolving them. Creates and maintains a high performance environment characterized by positive leadership and a strong team orientation. Reviews expenditures of grant funds to insure that funds are spent according to applicable policies, rules and regulations. Maintains knowledge of current trends and developments in the field by reading appropriate books, journals, and other literature and attending related seminars and conferences. Applies pertinent new knowledge to performance of other responsibilities. Reviews final grant documentation to ensure all information is included in required format. Completes special projects as requested. Other duties as assigned. Travel required.

Excellent writing and communication skills required. Requires exercise of independent judgment and initiative to perform a variety of Hazard Mitigation planning and grants management functions.

Qualifications

Bachelor's degree in a related area from an accredited college or university AND Eight years of related experience OR Ten years of related experience.

Preferred Qualifications

  • Master’s degree in related field of study.
  • Experience with Hazard Mitigation Assistance Programs authorized by the Robert T. Stafford Disaster Relief and Emergency Assistance Act;
  • Experience with the Implementation of federal regulations;
  • Past work experience in local, regional, state or federal government or with a public agency;
  • Policies and procedures for federal and state grant administration; and
  • Experience in federal grant application and post-award administration.
Bachelor's degree in business, public administration, finance or related areas from an accredited college or university AND Three years of experience in grants management, public funds administration, accounting or a closely related area OR One year of experience required at the lower level Grants Spec 3 (FIP052) or position equivalent. Note: An equivalent combination of education and job specific experience that provided the knowledge, experience and competencies required to successfully perform the job at the level listed may be substituted on a year-over-year basis.
