Accounting Office, State - SAO

The State Accounting Office (SAO) provides accounting and financial reporting expertise for the State and is statutorily responsible for statewide financial reporting. The SAO also provides enterprise oversight and management of the State’s Enterprise Resource Planning (ERP) system, accounting policy development, financial business process improvement recommendations, and management of the payroll and accounting shared service centers.

Position Description:

 

The State Accounting Office (SAO) of Georgia is currently transitioning to the Workday system. SAO is looking for seasoned Workday Financials business analyst who can craft system solutions and the associated business procedures needed for introducing new or updated system functionalities. We invite functional Workday experts with a strong background in Workday Financials Accounts Payables (AP) to be a part of our IT Financial Systems Unit.  The business analyst will conduct detailed problem-solving and analytical tasks for intricate business and system functions, address intricate application problems and user inquiries, record business operations, support the transition from the existing PeopleSoft to the Workday system, and act as a liaison between our team and the customer.  The business analyst must be able to work effectively with a diverse team of project stakeholders, including clients, project managers, internal staff, and consultants. The candidate must be able to collaborate with the team to ensure that projects stay on schedule, the work is completed as scoped, reporting is accurate, and escalations are initiated quickly when needed. 

Primary Duties & Responsibilities:

 

·        Administers Workday financials training for business users

·        Analyzes information to determine nature and extent of customer Workday requirements and concerns

·        Assists in the development of standards and procedures used in development of new or enhancement of existing A/P systems

·        Consults with vendors or technical staff to ensure that functionality of Workday system is consistent with adherence to laws, regulations, and best practice standards by users

·        Develops change management plans for transition to new A/P systems

·        Documents business processes for users of new or upgraded Workday system

·        Participates in evaluation of new technologies or solutions to improve service and efficiency of systems

·        Participates in the establishment of standards and procedures to be used in the development of systems

·        Provides customer support in the use of systems

·        Researches and analyzes system/user problems by applying a variety of analytical and research techniques

·        Tests or coordinates testing of system modifications

·        Executes routine production system processes                                                                                                           

·        Provides resolution for simple application issues                                                                                                               

·        Identifies and documents business, functional and system requirements

  

Skills and Competencies:

·         Must have two or more years of experience with workday

·        Strong Accounts Payable experience is essential

·        Excellent communication and interpersonal skills to work closely with customers to resolve production support issues

·        Strong analytical and problem-solving skills

·        Ability to work independently and as part of a team to identify and refine business requirements, create functional designs, and perform all expected functional procedures

·        Familiarity with full lifecycle development processes is required

·        Personal commitment to serve the customer with excellence, competence, proficiency, and courtesy is essential

 

Minimum Qualifications:

 

This position will be filled at a level commensurate with the selectee's education and experience at one of the following levels:

 

IT Enterprise Business Analyst 2 

Bachelor's degree in a related field from an accredited college or university AND Two years in a related position OR Associate's degree in a related field from an accredited college or university AND Three years of related experience, Two years of which in a related position OR Two years of experience at the lower-level IT Enterprise Business Analyst 1 (ITP180) or position equivalent.

IT Enterprise Business Analyst 3 

Bachelor's degree in a related field from an accredited college or university AND Two years in a related supervisory position OR Associate's degree in a related field from an accredited college or university AND Three years of related experience, Two years of which in a related supervisory position OR Two years of experience at the lower-level IT Enterprise Business Analyst 2 (ITP181) or position equivalent.

Preferred Qualifications:

 

Preference may be given to applicants who, in addition to meeting the Minimum Qualifications, possess the following:

 

·        7+ years of hands-on experience with Workday Financials

·        Knowledge\experience in Workday is required

·        Working knowledge of report writing, Enterprise Interface Builder (EIBs) and calculated fields

·        Experience in Accounts Receivable, Budgeting, General Ledger, and/or Procurement is a plus

·        Experience being a part of a Workday implementation within a large organization

·        5+ years of experience working in the public sector

·         Knowledge\experience in PeopleSoft Experience with preparation and leading system, integration, and user acceptance testing

·        Experience on projects during design, configure/build, implement and stabilization phases

·        4+ years working in an IT organization performing requirements gathering, development of requirements, testing and delivery of new or modified system functionality by following system life-cycle development methodologies
