Job Description – Planning List Administrator - Region 3

 

The Georgia Department of Behavioral Health and Developmental Disabilities (DBHDD) is the state agency that focuses solely on policies, programs, and services for people with mental health challenges, substance use disorders, intellectual and developmental disabilities, or any combination of these. As Georgia’s public safety net, DBHDD operates six field offices and five hospitals throughout the state within three program areas: behavioral health, developmental disabilities and hospital services.

 

The main office for DBHDD is located in downtown Atlanta.

 

Job Title:  Planning List Administrator Supervisor - Region 3

 

Pay Grade:  L

 

Job Description, Responsibilities, Standards, and Qualifications

Oversees and supports Planning List Administrators (PLAs) and State Service Coordinators (SSCs) assigned to a DBHDD Regional Field Office or coverage area in the performance of duties. Ensures that the PLA/SSC team is productive, responsive and provides accurate information to maintain a high level of customer service.

 

With limited supervision:

  • Supervises and plans work of assigned staff to ensure excellent customer service
  • Ensures that PLAs are moving individuals forward into services at a rate that will meet performance goals while maintaining a person-centered approach that meets individual needs
  • Ensures that SSC:s are completing service plans, monitoring services as required, and reviewing individuals for conversion to Waiver funding
  • Tracks completion of annual and initial needs assessments by the PLA Navigator and other team members and prepares quarterly reports to meet Waiver deliverable requirements.
  • Responds quickly to any escalated customer service concerns
  • Maintains up to date knowledge of DBHDD Waiver and State Funded services and the requirements thereof
  • Analyzes operational data, including monthly admission and discharge data, and individual staff productivity; makes assignment, training, and other program decisions based on findings
  • Assists the Director and Assistant Director of Field Operations and others in maintaining consistent processes across regions
  • Develops and maintains awareness of providers across the assigned region or coverage area including the strengths and/ or challenges of specific providers; uses knowledge of providers to verify that PLAs and SSCs are matching each individual with an appropriate selection of provider choices
  • Participates in policy development by presenting data and making recommendations based on awareness of the potential impact of policy changes on the system at the individual and provider level
  • Provides informational presentations to stakeholder groups as requested and approved by the Assistant Director of Field Operations
  • Manages administration of program processes and secretarial and clerical support of the unit if appropriate
  • Contributes to solutions of challenges ranging from finding resources for individuals to addressing systemic problems within and across regions
  • Actively participates as a member of the Regional Management Team and may back up the RSA or I&E Manager in the absence of either
  • Makes decisions in compliance with agency specific rules, regulations, policies, and procedures
  • Other critical requirements include the ability to attend to details, to track to and meet multiple deadlines, and to clearly communicate work assignments and expectations
  • Asks for assistance as needed
  • Able to prioritize and respond to urgent requests
  • Other duties as assigned

 

Qualifications:

Master's degree in a related field from an accredited college or university OR Bachelor's degree in a related field from an accredited college or university AND Two years of related experience. Note: Some positions require eligibility for licensure.

 

Bachelor's degree in business or related field from an accredited college or university AND Four years of experience related to area of assignment. Note: An equivalent combination of education and job specific experience that provided the knowledge, experience and competencies required to successfully perform the job at the level listed may be substituted on a year-over-year basis.

 

Preferred Qualifications:

Masters degree in one of the social sciences field with two years of Developmental Disabilities Services and two years which are in management/leadership OR Bachelors degree with four years of Developmental Disabilities experience, two years which are in management / leadership.

 

Documented experience collaborating with community-based providers, stakeholders, and advocates; knowledge of DBHDD Waiver and State Funded Services; familiarity with IDD Connects and Microsoft Office 365.
