 General Description

The Georgia Department of Community Affairs (DCA) is a state organization dedicated to partnering with communities to help create a climate of success for Georgia's families and businesses. Overview of Job:

The Senior Special Programs Coordinator is a key leadership position within the Department of Community Affairs (DCA), tasked with the strategic oversight and operational management of the Housing Choice Voucher (HCV) Program's special initiatives. This role serves as the primary interagency liaison, ensuring effective communication and collaboration between DCA and external agencies, and supervises the Special Programs Team in their daily functions.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Interagency Coordination: Act as the main liaison between DCA and external agencies; manage the referral process and ensure integrated service delivery.
  • Policy and Compliance: Assist in the formulation and execution of program policies and procedures; monitor program activities to ensure compliance with regulatory requirements.
  • Performance Reporting: Evaluate program metrics to monitor performance; provide comprehensive reports to management and stakeholders as needed.
  • Performance Management: Conduct regular performance evaluations for team members to assess progress against goals, provide constructive feedback, and guide future development.
  • Program Leadership: Guide the development and implementation of special housing programs, aligning them with strategic objectives and ensuring compliance with federal, state, and local regulations.
  • Staff Development and Training: Identify training needs and opportunities for team members to enhance their skills and knowledge; organize or facilitate training sessions and workshops.
  • Stakeholder Engagement: Develop and maintain effective relationships with stakeholders including non-profit organizations, government agencies, and community partners to enhance program outreach and impact.
  • Team Supervision: Directly supervise the Special Programs Team, overseeing all day-to-day 
  • operations, job duties, and responsibilities; mentor staff, manage workflows, and ensure adherence to quality standards.

EDUCATION AND EXPERIENCE:

  • Bachelor’s degree in Social Work, Public Administration, Urban Studies, Social Service, or a related field is preferred.
  • In-depth knowledge of the Housing Choice Voucher Program, HUD regulations, and DCA Administrative Plan.
  • Applicants must be certified in HCV rent calculation or as an HCV Specialist, with certification obtained within the last 3-5 years.
  • Must have at least 3-5 years of supervisory experience with a proven track record in managing teams and leading projects within housing or public administration sectors.

  • Organizational Mastery: Excellent organizational capabilities to effectively manage multiple projects and deadlines.
  • Strategic Planning: Skilled in strategic planning and execution within a complex regulatory environment.

SUPERVISION GIVEN AND RECEIVED:

The Senior Special Programs Coordinator operates under the strategic direction of the Deputy Division Director, HCV, who provides leadership and supervision to the Special Programs Team. Independent decision-making is required within the scope of organizational policies.

GUIDELINES AND COMPLEXITY

Guidelines followed by the employee include published laws, regulations, handbooks, established policies, and procedures. Independent research may be necessary depending on the activity and/or task requirements. If guidelines do not cover a situation, the employee consults their manager or decides based on the circumstances and experience as appropriate and consistent with established DCA practices.

The employee performs a moderate number of routine and many non-routine tasks. The course of action is determined by the established procedure or direction given. Tasks frequently have to be coordinated, integrated, and/or prioritized.

Good judgment is required, and the employee may make decisions regarding unusual circumstances within his or her area of expertise.

SCOPE AND EFFECT

The employee’s work affects DCA and its internal and external customers. Performing duties effectively, efficiently, and professionally can enhance the agency’s image in Georgia and its ability to provide decent, safe, and sanitary housing.

PERSONAL CONTACTS

Most of the employee’s contacts are with DCA employees, non-profit organizations, state agencies, business firms, affiliated companies, residents, and vendors. The purpose of the contacts is to give or exchange information, provide services, make decisions, motivate, negotiate, and resolve problems.

Most contacts are structured or confidential, and the employee must be courteous.

PHYSICAL DEMANDS & WORKING CONDITIONS (TRAVEL, HOURS, ENVIRONMENT)

  • The role is primarily office-based but may involve some physical exertion such as kneeling, crouching, or lifting to obtain files and records.
  • Work involves the normal risks or discomfort associated with an office environment.

This position is currently designated as an in-office position.  This position is full time (40 hours per week) and may require occasional overtime.  Local periodic travel may be required. 

Note: An equivalent combination of education and job specific experience that provided the knowledge, experience and competencies required to successfully perform the job at the level listed may be substituted on a year-over-year basis.

Master's degree in a related field from an accredited college or university AND One year of experience required at the lower level Prgm Consultant 1 (GSP090) OR any other combination of education and professional experience that provides the requisite knowledge, skills and abilities to successfully perform the job.
