Vice President, Georgia Education Savings Authority

Serves as Vice President of the Georgia Education Savings Authority (GESA) in the implementation and program management of the Promise Scholarship program. The Vice President performs a diverse range of leadership, operational, financial, and programmatic activities for the Authority. Maintains working knowledge of all applicable laws, statutes, etc., both state and federal, governing the operation of the Authority. Directs Authority policies and procedures. Leads and directs Authority managers and staff. 

 

JOB RESPONSIBILITIES

Initial Responsibilities

  • Collaborate with the GSFC executive management team.
  • Negotiate various intergovernmental agreements with key governmental agencies.
  • Establish Promise Scholarship Program regulations.
  • Collaborate with GSFC executive management team.
  • Establish cash management procedure implementation.
  • Approve hiring key GESA staff members.
  • Participate in the Promise Scholarship Program implementation leadership team.

 General Responsibilities

  • Oversees the strategic planning, development and on-going leadership and management of all staff and projects consistent with Authority goals and objectives.
  • Lead efforts to initiate, develop, design, implement, coordinate, and conduct public contact programs designed to meet Authority objectives to disseminate information and provide services.
  • Interviews, hires, directs, trains, and evaluates the performance of the management team.
  • Adheres to appropriate state and federal law in the application of coaching and counseling of staff.
  • Ensures efficiency, effectiveness, and accuracy of all functions using computer systems, management controls, and sound organizational structure.
  • Conducts or participates in the development, review, revision, interpretation, and/or implementation of policies, procedures, standards, and guidelines.
  • Coordinates compliance with rules, regulations, and policies.
  • Plans and administers the Authority's budget.
  • Coordinates interaction between Authority programs and/or external customers as appropriate.
  • Participates in promoting the Promise Scholarship program throughout the state, including traveling to areas throughout the state to engage the public at events.
  • Establishes and maintains a positive working relationship with organizations in various parts of the state to promote the Promise Scholarship program.

  

MINIMUM QUALIFICATIONS

The following standards express the minimum background of education and experience as evidence of an applicant’s ability to qualify for this class title. Any combination of education and experience, if evaluated as equivalent, may qualify an applicant for a position within this class.

  • Completion of a Bachelor’s degree in a related field and ten years of executive level management experience in finance, banking or other related industry. 
  • Analytical and statistical skills, critical thinking skills, people skills, proven knowledge of industry rules, regulations, and operational standards.

 

PREFERRED QUALIFICATIONS

  • Completion of a Master’s degree in a related field and/or more than ten years of executive level experience.

Salary will be commensurate with the qualifications of the selected applicant.
