Position Overview: The Georgia General Assembly Software Support Team is seeking a highly skilled and motivated IT Business Analyst to play a crucial role in supporting and enhancing the software systems utilized by the Georgia General Assembly. As an IT Business Analyst, you will work closely with stakeholders, including legislators, legislative staff, and IT professionals, to gather requirements, analyze business needs, and assist the development of custom solutions that align with the organization's goals and objectives.

Responsibilities 

  • Requirements Gathering: Collaborate with key stakeholders to elicit and document detailed business and technical requirements for software applications used in the Georgia General Assembly.
  • Business Analysis: Analyze current business processes and systems to identify opportunities for improvement and efficiency gains.
  • Software Solutions: Work with the Development Team to deliver custom solutions using tools such as Microsoft Team Foundation Server, Microsoft DevOps, etc. Facilitate and participate in development Sprints to implement custom software solutions. Write User Stories that define the requirements for a given feature complete with Acceptance Criteria, interact with developers as they implement these stories, and monitor progress during Sprints.
  • Documentation: Prepare comprehensive documentation, including functional specifications, system requirements, user stories, use cases, and process flow diagrams to effectively communicate the proposed solutions to stakeholders and development teams.
  • Testing and Quality Assurance: Work with the software development team to define test plans, test cases, and perform testing to ensure the quality and reliability of delivered software solutions. Address and resolve issues identified during testing.
    Proven experience (minimum 2 years) as an IT Business Analyst or a similar role.
  • User Training and Support: Develop training materials and conduct training sessions for end-users to facilitate the adoption of new software solutions. Provide ongoing support and assistance to users, addressing their queries and issues promptly.
    In-depth understanding of business analysis techniques, methodologies, and best practices.
  • Project Management: Participate in project planning, tracking, and reporting. Collaborate with project managers and other team members to drive successful project delivery. 

Qualifications

  • Bachelor's degree in Computer Science, Information Technology, Business Administration, or a related field, or equivalent work experience.
  • Proven experience (minimum 2 years) as an IT Business Analyst or a similar role.
  • In-depth understanding of business analysis techniques, methodologies, and best practices.
  • Familiarity with software development lifecycles and project management methodologies.
  • Strong analytical and problem-solving skills, with a keen attention to detail.
  • Excellent communication skills, both written and verbal, with the ability to convey complex technical concepts to non-technical stakeholders.
  • Experience in the public sector or a legislative environment is a plus.
  • Familiarity with legislative processes and practices is advantageous.
  • Ability to work independently and as part of a collaborative team.
  • Familiarity with following tools/applications helpful: Microsoft Visual Studio, Microsoft SQL Server, Microsoft Team Foundation Server, Microsoft DevOps.

Bachelor's degree in a related field from an accredited college or university OR Associate's degree in a related field from an accredited college or university AND Two years of related experience OR Two years of experience at the lower level IT Business Analyst 1 (ITP060) or position equivalent.
