As a Office of Public Health Informatics (OPHI), Program Manager within the Office of Inspector General at the Georgia Department of Public Health, you will join a dedicated group of public health professionals that help support the overall mission and vision of protecting lives of Georgian residents in a variety of ways.

Job Responsibilities:

  • Responsible for the positive direction, guidance, and mentorship of a team of Informatics Analysts and cross-functional resources with differing responsibilities and skill sets.
  • Maintains knowledge of (or ability to research) data and information technologies, terminologies (e.g., SNOMED, LOINC, PHIN VADS), best practices, and regulatory requirements within and external to public health with regard to interoperability (FHIR, USCDI/USCDI+, SVAP, etc.).
  • Convene internal stakeholders, with the support of OPHI leadership, to mitigate identified data security, confidentiality, integrity, availability, and privacy risks.
  • Identify opportunities to collaborate and engage IT partners for quality and process improvement initiatives in collaboration with the broader OPHI.
  • Ability to establish, communicate, and support enforcement of governance policies around newly developed or implemented systems, applications, automations, integrations, and tools that programs and departments use to record, organize, store, secure, access, and share data.
  • Responsible for the full informatics project management lifecycle including project initiation, planning, execution, monitoring & controlling, and closing.
  • Manages project work, major milestones, and critical pathways to ensure the end state of projects meets the intended business objectives on time and within scope.
  • Guide and lead the design and implementation of tools that collect, manage, and analyze health data with the goal of improving patient care and day-to-day operational processes across the organization. This includes considerations for data comprehensiveness, timeliness, and multi- or bi directional sharing.
  • Ability to work side-by-side with direct reports to interpret requirements, leverage common infrastructure native to public health and other non-public health domains, and design and develop technical solutions that are extensible to other use cases in a non-duplicative manner. This includes directing and contributing to the implementation, maintenance, scaling, transition, and depreciation of solutions/systems/tools as appropriate.
  • Identifies informatics workforce gaps and provides mentorship and learning opportunities.
  • Attends Peer Network meetings and other internal and external partner meetings to report back to Deputy Director with updated information on current activities, opportunities, and events that could have an impact on DPH activities.
  • Supports OPHI Director and Deputy Director in strategic planning and provides technical and functional support in operationalizing OPHI initiatives.
  • Contributes to the broader body of public health informatics knowledge (e.g., peer-reviewed publications, speakerships, etc.)
  • Ability to engage and direct remote teams and partners.

 

Master's degree in computer science, information systems or related specialty from an accredited college or university AND Fifteen years of job specific experience that includes system analysis, design and development, and relationship management Or One year of experience at the lower-level IT Enterprise Busi Analyst 3 (ITP183) or position equivalent.
