The Georgia Department of Revenue seeks to fill multiple Compliance Specialist 1 positions in the Local Government Services Division. The Division administers all property tax laws and regulations, distributes sales and use taxes to local taxing authorities, and administers the laws set forth in the Unclaimed Property Act. Each of the 159 Georgia counties has tax offices that assess and collect property tax.

Reporting to the Compliance Specialist Supervisor, this position may be responsible for the following:  processing returns, appraising property, training, reviewing, auditing, and determining compliance with State Law and regulations concerning Property Tax Administration, accepting tax digests. Additionally, the role requires a high degree of initiative, proficient computer skills, customer service & analytical skills, independent judgment, and the ability to multi-task.

Duties may include but are not limited to:

·        Providing technical and administrative support to counties regarding property tax, performing onsite visits, communication via email or USPS, and/or online support of WinGAP appraisal software and perform investigations as instructed by the Governor, the Revenue Commissioner, or as requested by county governing authorities.

·        Training local tax officials and their staff in property administration of ad valorem tax through development and instruction of training courses.

·        Accepting and approving tax digests

·        Receiving, reviewing, and approving annual ad valorem property tax digests to ensure compliance with the submission manual and DOR rules and regulations.

·        Processing taxpayer returns, field review real property, analyze sales and financial data, determine, or obtain proper adjustments to sales prices for nontaxable intangible property values and nontaxable values of standing timber and appraising property owned by public utilities

     Reviewing Qualified Timberland property for application qualification, as well as, processing, issuing, and auditing Forestland Assistance Grants to local governments.

Entry Qualifications

High school diploma/GED and two years of job-related experience, (Property tax appraisals and/or assessments)

  •  Ability to interpret tax laws, policies, rules, and regulations pertaining to Property Tax administration 
  • Customer Service: Ability to appropriately address internal & external customer issues while respecting business needs
  • Teamwork and Cooperation: Ability to promote the team atmosphere and work well with co-workers & leadership
  • Judgment and Decision Making: Ability to use proper judgment in selecting which issues to handle or re-direct with ability to accept responsibility for one’s actions with honesty and integrity, while maintaining credibility and remaining committed to organizational success.
  • Results Orientation: Ability to meet deadlines and achieve performance goals, while focused on efficient & effective problem resolution

 

 Preferred Qualifications

  • Certification: Appraiser level I or greater
  • Experience with GIS
  • Experience with property tax digest preparation and submissions
  • Proficiency in the use of Microsoft Office Products to include:
    •  Excel, Word, PowerPoint, Microsoft SQL Server Management Studio, SQL Server Reporting Services, Adobe Acrobat Pro DC.

Location: This position functions as a mobile worker but is assigned to the Department of Revenue South Meadow Facilities at 4125 Welcome All Rd, Atlanta GA, 30349. A valid Georgia driver’s license is required, as this position travels 80% of the time.
