STATE SUMMARY: Leads a specialized category in Strategic Sourcing. Develops and executes procurement strategies that are designed to maximize customer satisfaction and minimize cost for assigned complex category(s). Develops and maintains effective working relationships with internal and external stakeholders. Manages the procurement division or category and vendor performance. May manage multiple categories. Directs subordinate supervisors and staff. 

JOB DUTIES: This is a dynamic position that facilitates the full procurement cycle for negotiating and soliciting engineering & design-related services contracts.  You will have the flexibility you need to do your best work with hybrid work options.  A general overview of the job duties is listed below:   

·         Manage the Qualification-Based Selection (QBS) procurement process to award qualified consultants for Engineering and Design services contracts.

·         Preparing solicitations based upon procurement regulations and conducting Statement of Qualification (SOQ) evaluation meetings.

·         Negotiate necessary man-hours for a defined contract scope to establish a fair and reasonable cost for contract task orders.

·         Coordinates and provides review, administration, and compliance activities for government contracts.

·         Works with project manager and client representative to review and resolve questions or issues related to contract compliance or terms and conditions of the contract.

·         Prepares reports related to contract progress and conducts compliance reviews required for contract closures.

·         Follow standardized instructions or procedures and work under direct supervision assisting higher-level contract administrators.

ENTRY QUALIFICATION: 

·         Bachelor's degree in business or public administration or a related field from an accredited college or university AND Seven years of experience in purchasing/contracts or procurement sourcing, supply chain management which includes four years in managerial role

·         OR Two years of experience at the lower level Mgr., Purchasing/Inventory (FEM050) or position equivalent.

Note: An equivalent combination of education and job-specific experience that provided the knowledge, experience, and competencies required to successfully perform the job at the level listed may be substituted on a year-over-year basis.

AGENCY-SPECIFIC QUALIFICATIONS:

·         Associate degree AND nine years of procurement/contracting-related experience equivalent to or exceeding that of Engineering and Design Junior Negotiator. Two of the years as a manager OR

·         Associate degree AND nine years of procurement and/or contract management/administration-related experience. Two of the years as a manager OR

·         11 or more years of procurement/contracting or related experience Two of the years as a manager. 

AGENCY PREFERRED QUALIFICATIONS: 

·         Experience working with customers in developing written specifications/scope of work for use in solicitations/contracts.

·         Experience performing tasks in a governmental professional setting.  

·         Experience in utilizing critical-thinking skills in the pursuit of decisions that meet the needs of customers and which are compliant with laws, rules, regulations, standards, etc.   

·         Experience in researching and making recommendations to management and problem-solving contractual problems.

·         Experience successfully managing multiple priorities and tasks, while adhering to deadlines.

·         Experience with Microsoft Office programs and in adapting to and learning new software applications necessary to complete the job duties.

·         Experience providing quality customer service. 

 

IMPORTANT INFORMATION FOR ALL GDOT JOBS

The interview is just one part of the overall selection process and is not the only criteria used to make the final selection.  In addition to the interview, the final selection is based on the applicant’s work history and performance (documented in HR and/or Office files), PeopleSoft/employee status (i.e. rehire code), employee performance reviews, personnel file review (HR & Office Files), criminal background check, employment reference checks (including references and commendations from Managers and other relevant documentation) and, for supervisory positions, demonstrated leadership skills based on past and current work history will be considered.  

 

Good Employment Standing:

In accordance with the Interview and Selection Process (ISP), an applicant must have no active disciplinary actions to be in good employment standing.  Actions that may disqualify an applicant include letters of reprimand (active for 12 months after the issuance date); suspension without pay or disciplinary demotion (active for 12 months from the effective date); Performance Improvement Plans (PIP) and Leave Restriction Plans (active until 12 months after the date of conclusion).  In addition, an employee must have an overall ePerformance rating score of three (3) or higher on their most current evaluation.  Please note that Memorandums of Concern are not considered disqualifying factors.  Human Resources may remove any employee from consideration for selection who is pending disciplinary action; however, if the action is resolved in the employee’s favor, he or she will be allowed to compete.
