STATE SUMMARY: Supervises, guides, and/or instructs the work assignments of subordinate staff. Develops, coordinates, and monitors the agency purchasing, inventory, contract and bidding process throughout the procurement cycle. May manage purchasing card program. Plans and executes procurement strategies that are designed to maximize customer satisfaction and minimize cost. Develops and maintains effective working relationships with internal and external stakeholders. Manages category and vendor performance. Serves as a subject- matter expert.

 

JOB SPECIFIC DUTIES: This is a dynamic position that facilitates the full procurement cycle for negotiating and soliciting engineering & design-related services contracts under minimum supervision.  You will have the flexibility you need to do your best work with hybrid work options.  A general overview of the job duties is listed below:   

·         Manage the Qualification-Based Selection (QBS) procurement process to award qualified consultants for Engineering and Design services contracts.

·         Preparing solicitations based upon procurement regulations and conducting Statement of Qualification (SOQ) evaluation meetings.

·         Negotiate necessary man-hours for a defined contract scope to establish a fair and reasonable cost for contract task orders.

·         Coordinates and provides review, administration, and compliance activities for government contracts.

·         Works with project manager and client representative to review and resolve questions or issues related to contract compliance or terms and conditions of the contract.

·         Follow standardized instructions or procedures and work under direct supervision assisting higher-level contract administrators.

 

STATE ENTRY QUALIFICATIONS:

  • Associate degree in accounting or business or a directly related field from an accredited college or university AND four years of job-related experience in a procurement environment, One year of which in a lead worker, team leader or supervisory role. OR
  •  Technical diploma in accounting or business or a directly related field from an accredited college or university AND five years of experience in a purchasing environment, One year of which in a lead/supervisory role. OR
  •  High School diploma/ GED AND six years of job-related experience in a procurement environment experience One year of which in a lead/supervisory role. OR 
  • Two years of job-related experience in in lower-level Procurement Agent 3 (FEP022) or equivalent position

Note: Some positions may require certification. Note: An equivalent combination of education and job specific experience that provided the knowledge, experience and competencies required to successfully perform the job at the level listed may be substituted on a year-over-year basis.

AGENCY SPECIFIC QUALIFCATIONS:

  • Experience interpreting and applying federal and/or state procurement laws, policies, and regulations in the areas of procurement, contracting, and/or negotiations. 
  • Experience collaborating with subject matter experts to review technical information and solving problems required in finalizing scope of work for solicitations, conducting evaluation meetings, negotiation, drafting, and finalizing contracts.
  • Experience utilizing competitive procurement procedures in the preparations of solicitations and evaluation of professional and/or non-professional services.
  • Experience managing projects and/or contracts which required the ability to meet deadlines through effective time management, establishing priorities and target dates for information gathering, performance measurement, and problem-solving in accomplishing, daily assignments.
  • Experience managing the scope/schedule and/or budget of projects/contracts.
  • Experience managing project budgets and/or project financial management processes, and/or billing process.
  • Experience with Adobe Acrobat and Microsoft Office Suite (Word, Excel, Outlook); proficiency in MS Excel preferred.

AGENCY PREFERRED QUALIFCATIONS: 

·         Experience utilizing QBS procurement procedures and negotiating contracts to determine fair and reasonable levels of man-hours and costs to accomplish an established scope of services.

·         Experience or familiarity with federal rules and regulations pertaining Procurement/contracting

·         Strong business acumen with solid analytical and problem-solving skills and the ability to make sound, well-informed decisions.

·         Ability to appropriately handle sensitive information and maintain confidentiality.

·         Possess the ability to thrive in a fast-paced, multi-tasking environment, accept challenges, innovative thinker, and have great organizational and time management skills.

·         Effective communication skills with the ability to build relationships and drive cross-functional collaboration within an organization.

·         Excellent written and verbal communication skills, ability to read, analyze, and interpret Requests for Proposals (RFPs), Requests for Qualifications (RFQs), and/or Government regulations and contracts.

·         Ability to effectively present information in an organized and logical manner.

·         Committed to providing quality customer service

The interview is just one part of the overall selection process and is not the only criteria used to make the final selection.  In addition to the interview, the final selection is based on the applicant’s work history and performance (documented in HR and/or Office files), PeopleSoft/employee status (i.e. rehire code), employee performance reviews, personnel file review (HR & Office Files), criminal background check, employment reference checks (including references and commendations from Managers and other relevant documentation) and, for supervisory positions, demonstrated leadership skills based on past and current work history will be considered.  

 

Good Employment Standing:

In accordance with the Interview and Selection Process (ISP), an applicant must have no active disciplinary actions to be in good employment standing.  Actions that may disqualify an applicant include letters of reprimand (active for 12 months after issuance date); suspension without pay or disciplinary demotion (active for 12 months from the effective date); Performance Improvement Plans (PIP) and Leave Restriction Plans (active until 12 months after the date of conclusion).  In addition, an employee must have an overall ePerformance rating score of three (3) or higher on their most current evaluation.  Please note that Memorandums of Concern are not considered disqualifying factors.  Human Resources may remove any employee from consideration for selection who is pending a disciplinary action; however, if the action is resolved in the employee’s favor, he or she will be allowed to compete.
