Job Title: Opioid Trust Contracts Manager- Atlanta
Workplace: Atlanta, Ga.
This position is fully in office.
Travel: Minimal statewide travel
Job Summary:
The Opioid Trust Contracts Manager reports to the Executive Director of the Georgia Opioid Crisis Abatement Trust and serves a critical role in ensuring the coordination, development, and execution of all tasks related to Trust grant contracts and payments. This position will serve in a supervisory capacity guiding and/or instructing the work of the Programmatic Officers, and also as a Programmatic Officer, reviewing and processing contractor payments and other contract management duties.
Duties and Responsibilities:
- Provide oversight, technical assistance, and overall contract management, including analyzing and processing invoices and programmatic reports related to grant contracts
- Conduct independent site visits of grant contractor sites as well as accompany programmatic officers on site visits, as necessary
- Monitor spend down of all grant contracts
- Assist in developing and/or revising policies for payment and other grant contract matters
- Answer questions from contractors and Programmatic Officers about the contracting process, payments, and other matters, and escalate issues to the Executive Director, as necessary
- Spot check/audit payments to ensure compliance with Trust/DBHDD payment policies
- Monitor progress of contracts, no cost extensions, and other matters related to grant contracts
- Liaise with the Office of Procurement and Contracts and Accounts Payable to ensure payments and contracts are processed in a timely manner
- Maintain a consistent line of communication with the Executive Director regarding the progress of all Trust contracts
- Ensure all issues related to contractor compliance are appropriately escalated to Executive Director
- Maintain general oversight of the programmatic capabilities of the Grants Management System and escalate technical issues to the Assistant Director
- Conduct consistent check-in meetings with Programmatic Officers and maintain open lines of communication with all Trust staff
- Act as a steward of Georgia Opioid Crisis Abatement Trust funds and ensure that all funds are being used for their intended purpose

Physical Requirements:
- Prolonged periods sitting at a desk and working on a computer.
- Must be able to lift to 15 pounds at times.
- Frequent travel throughout the state of Georgia; some overnight travel required
Preferred Qualifications:
- Bachelor’s degree
- At least five to seven years’ experience coordinating work efforts related to the general operation of a department.
- Thorough understanding of or the ability to quickly learn about the parties involved and their role in the Opioid Settlement Agreements.
- Ability to establish and maintain working relationships with government agencies, community leaders, and the public.

Minimum Qualifications:
High school diploma/GED and completion of 90 quarter hours (60 semester hours) at an accredited college or university and four (4) years of job-related experience, which includes one (1) year in a lead worker, team leader or supervisory role; or two (2) year's experience required at the lower level Planner3 (GSP052) or position equivalent.--Note: An equivalent combination of knowledge, education, job or intern experience, training, or certifications that provides the necessary knowledge and skills to successfully perform the job at the level listed may be substituted year-over-year.Equal Employment Opportunity Employer
