Under broad supervision, responsible for the management of the functional areas that support the implementation and maintenance of the physical facilities, equipment, systems, and property of Xpress including owned or leased Xpress Park and Rides lots for Atlanta-region Transit Link Authority (ATL). Oversees the on-site coordination for the day-to-day inspection, maintenance, and repair of various systems encompassing mechanical, electrical, plumbing, HVAC, engineering, telecommunications, safety, and security systems and plans at Xpress facilities and its ancillary structures and grounds to ensure ongoing optimal functionality and operating results. Responsible for the environmental control of the interior and exterior aspects of Xpress facilities relative to custodial services, workspaces, climate control, sanitation, and landscaping. Develops and implements policies and procedures, applying sound principles used throughout the building and maintenance trades. Ensures compliance with established workplace occupation, safety, and emergency protocols and programs as required by local, state, and federal laws. Coordinates work details and projects while interacting with staff, vendors, contractors, and others in the direct fulfillment and delivery of service agreements for upkeep and repair of South Ops facility, and other Xpress facilities. Works closely with internal staff in transit, operations, procurement, legal, and information technology to meet operational objectives, maintain business continuity, and use of Xpress facilities. Cultivates relationships with local and other entities and authorities for the purposes of infrastructure sustainability and provision of emergency management services. This position will remain Open Until Filled.

Job Responsibilities

· Establishes, implements, and maintains operating facilities in accordance with business need, regulatory requirements, budgetary guidelines, and SRTA standards

· Maintains adequate parts and supplies inventory and places orders as needed

· Oversees internal and external facility maintenance and repair

· Interacts with service and work staff and crews in the performance various facility support activities

· Executes equipment audits and record-taking policies

· Maintains inspection, maintenance, and repair logs

· Ensures compliance with all safety and security protocols

· Recommends, develops, and implements procedures relevant to facilities management operations

· Coordinate, reviews, monitors, and evaluates operation support services of facility

· Procures products and services to ensure ongoing operation and function of facility

· Plans, schedules, implements, and oversees facility maintenance activities

· Reviews and complies with local, state, federal and/or other regulatory standards and practices

· Manages and coordinates South Ops fuel lane and UST maintenance with GEFA and Transdev

· Tests and stores UST records for South Ops for compliance with State regulatory requirements

· Maintains knowledge of current trends and developments in facilities maintenance, operation, and support

· Monitors and assesses work of vendors and contractors

· Prepares and/or assists in the preparation of specifications for new and ongoing task orders

· Assists in planning and preparing budgetary documents

· Provides input and expertise in researching service providers for facility maintenance and repair

· Provides project management and implementation support for capital projects related to Xpress facilities

· Coordinate’s routine purchasing activities

· Conducts routine inspections of facility signage for maintenance and compliance purposes

· Confirms that work is scheduled and performed in accordance with all applicable guidelines, executed agreements, established practices, and legal mandates

· Conducts technical and operational analyses and studies to determine infrastructure, facility, and physical plant needs

· Ensures the maintenance and operation of fire alarms, sprinkler, and security systems

· Establishes and coordinates a key control program

· Coordinates the removal of hazardous materials and surplus items

· Responds to emergency requests for repairs

· Maintains required records, logs, documentation, and reports for FTA and fuel management

· Conducts after hours light checks/inspections for proper light operation

· Performs weekend and after hour assistance to support bus operations as necessary

· Coordinates EPA environmental duties as necessary to support the facility Storm Water consultant

· Remains on site at South Ops during normal business hours unless otherwise authorized

· Provides management and maintenance oversight for assigned Park and Ride locations

· Prepares, evaluates, and oversees grounds maintenance contracts for Xpress Park and Ride properties

· Performs other duties as assigned by Management

Knowledge, Skills, and Abilities

· Ability to coordinate all maintenance projects and activities

· Ability to prioritize and direct the work of others, including staff, contractors, vendors, third-party entities, etc.

· Ability to monitor and evaluate the work performance of contractors, vendors, and service providers

· Ability to forecast the budgetary needs for the full operational capacity of a facility

· Ability to review and interpret architectural plans, blueprints, diagrams, schemas, and drawings

· Ability to work independently and in a team environment

· Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals

· Ability to write routine reports and correspondence

· Ability to solve practical problems and deal with a variety of situations in a timely manner

· Ability to sit, stand, walk, stoop, crouch, bend, climb, and use tools and equipment that require dexterity

· Ability to lift, push, and carry heavy items, up to 50 pounds

· Knowledge of maintenance, facility, construction, and renovation activities

· Knowledge of project management principles

· Knowledge of the tools, equipment, materials, and practices and procedures of building and grounds maintenance

· Knowledge of safety policies and protocols

· Knowledge of plumbing, electrical, HVAC systems maintenance and repair

· Skill in interpersonal relations and stakeholder dynamics

· Skill in time management

· Must hold or obtain an A/B Fueling certificate within 6 months of employment

Additional Qualifications:

Working knowledge of electrical, mechanical, plumbing, HVAC, and other related systems. Demonstrated skills in organizing, leading, monitoring, and evaluating the work of others, including contractors and vendors. Possess excellent verbal and written communication skills. Proficient in the use of the Microsoft Office Suite, including Excel, Word, and PowerPoint in the performance of duties as applicable. Must be able to work flexible hours and in a variety of indoor and outdoor settings. Able to meet the physical demands of the job as required through sitting, standing, walking, lifting, etc. Must possess a valid Georgia driver’s license. Preferred Qualifications:

· Five (5) years of experience and skilled in techniques, concepts, and procedures employed in the field of facility management

· Knowledge of relevant state and federal laws, statutes, and regulations 

- Bachelor’s degree in building maintenance technology, facilities management, construction management

 

Bachelor's degree in a related field from an accredited college or university AND One year of facilities management experience OR Three years of experience in facilities or property management.
