Job Description:

The Technical College System of Georgia’s (TCSG) Office of Adult Education is seeking an Accountability Manager. The Accountability Manager plays a vital role in ensuring the compliance and performance of Adult Education programs operating under the Workforce Innovation and Opportunity Act (WIOA) Title II (The Adult Education and Family Literacy Act). Reporting to the Assistant Commissioner of Adult Education, this position involves maintaining a deep and nuanced understanding of state and federal adult education policies and procedures and applying that knowledge to support adult education programs.  Specifically, the Accountability Manager will monitor local adult education providers to ensure compliance, provide training and technical assistance, develop corrective action plans, and work to build an accountability system where programs can strategically and compliantly use grant funds to meet program outcomes.

 

RESPONSIBILITIES 

  • Provide technical assistance and guidance on grant management to adult education program administrators, educators, and stakeholders; emphasis given to WIOA regulations and Code of Federal Regulations (CFR)
  • Serve as subject matter expert on federal and state adult education policies in order to: (a) offer support and solutions to enhance program performance and compliance; and (b) prepare and deliver training to adult education program staff on grant management and adult education federal and state policies
  • Collaborate with the Instructional Services team and other Office of Adult Education Staff to ensure programs strategically leverage federal and state grant funds to meet program outcomes
  • Conduct desktop and on-site monitoring of WIOA Title II programs to assess compliance with federal and state regulations
  • Identify areas of non-compliance and work with programs to develop corrective action plans; assist with identifying professional development and resources as needed for this purpose
  • Collaborate with the Director of Policy and External Partnerships to develop and implement adult education policy and procedures as well as internal methods and procedures
  • Assist in state and federal funding allocations for adult education programs
  • Coordinate and facilitate review of local program budgets and budget amendments and ensure the strategic and compliant use of funds to obtain program outcomes
  • Collaborate with TCSG’s fiscal staff to ensure the state maintains compliance with Title II set asides and other federal and state requirements
  • Review grant applications and continuation grant requests
  • Evaluate applications for compliance with program requirements and recommend funding decisions
  • Develop and implement corrective action plans, when needed, to ensure that corrective actions are effective and sustainable
  • Conduct an annual risk assessment and make recommendations for specific conditions)
  • Monitor and follow up on corrective actions and grant specific conditions, including  strategic improvement plans, to ensure ongoing compliance
  • Other duties as assigned.

 

MINIMUM QUALIFICATIONS 

Bachelor’s degree *OR* Five (5) years of experience in a related field


PREFERRED QUALIFICATIONS 

  • Strong knowledge of WIOA Title II regulations and guidelines
  • Knowledge of Code of Federal Regulations (CFR) regarding the use of federal funding
  • Excellent analytical and problem-solving skills
  • Ability to work independently and as part of a team
  • Strong client-facing skills, assertiveness, strong communications skills, leadership, self-starter
  • Ability to read and comprehend complex technical documents and simplify them for a broad audience
