Job Summary:
The Informatics Analyst is essential to the Office of Public Health Informatics (OPHI) and applies both technical informatics expertise and project management skills to assigned projects. Duties focus on working closely with cross-functional teams, other departments, divisions, outside agencies, and vendors on informatics projects to improve state-level public health initiatives.
This position will have the opportunity to work across a wide range of projects functioning as a technical and functional resource by overseeing the entire lifecycle of informatics-related projects, assisting with testing and validation, analyzing public health data, and supporting the development and implementation of new or enhanced systems, interfaces and applications.
The ideal candidate will have experience managing or coordinating projects and the ability to bridge the gap between public health practice and technical implementation.
Primary Duties & Responsibilities:
You will be responsible for a wide range of tasks, including:
- Collaborate with internal OPHI teams and other public health partners to determine informatics capacity to support public health goals.
- Work closely with the technical teams and public health partners with requirements gathering.
- May document use cases, review test cases, support UI testing, perform message validation and guide user acceptance testing (UAT).
- Develop and coordinate specific end-user documents (User guides, etc.).
- Provide guidance and support to end-users, as needed.
- Conduct comprehensive business needs assessments to ensure alignment with project goals, including but not limited to business process analysis (BPA), gap analysis, and workflow diagram documentation.
- Drive projects through the full lifecycle: initiation, planning, execution, monitoring, and closure. This includes anticipating risks and constraints and identifying mitigation strategies.
- Tracks and monitors project progress ensuring milestones and deliverables are met.
- Provide meaningful progress status updates to partners, colleagues, and OPHI leadership on project progress, risks and changes.
- Coordinate and facilitate meetings, gather feedback and ensure clear communication between teams.
- Manage multiple projects simultaneously, adapting to shifting priorities and evolving project needs.
- Excellent verbal and written communication skills, with the ability to tailor communication styles to explain complex technical ideas to non-technical and diverse audiences.
Note: An equivalent combination of education and job specific experience may be substituted at agency discretion.
Preferred Qualifications:
- Master’s degree in informatics, computer science, engineering, or a related field from an accredited college or university.
- Familiar with a variety of databases management and reporting applications, particularly those related to Public Health programs.
- Understand and maintain knowledge of interoperability standards (e.g. HL7, FHIR, CDA), vocabulary standards (e.g. LOINC, SNOMED-CT, ICD-10) for public health surveillance and health information systems.
- Experience assisting with health informatics projects and supporting comprehensive health programs.
- Experience with technical project management coordination. Project Management Certification (e.g., PMI’s PMP or other similar certification) is a plus.
- Membership and participation in health informatics and related professional associations.
- Knowledge of a range of public health informatics domains, tools, and methodologies.
- Perform various informatics functions which may include business, workflow, and/or statistical analysis.
- Familiarity with tools like Microsoft Visio or Lucid chart to create process maps, swim lane diagrams, and flowcharts.
