DUTIES AND RESPONSIBILITIES:

Budget Analyst 1 (FIP010; Pay Grade I) (Salary Range $50,000 to $52,500)

Under supervision, develops, prepares, analyzes and/or revises budgets and supporting schedules for assigned organizations or program areas. Performs review and analysis of budget program and policy issues, analyzes financial

trends or proposed legislation, and recommend appropriate courses of action to management. Performs expenditure analyses and prepares budget-related financial summaries and recommendations for management review.

Budget Analyst 2 (FIP011; Pay Grade: J) (Salary Range $51,500 to $58,500)

Under general supervision, develops, prepares, analyzes and/or revises budgets and supporting schedules for assigned organizations or program areas. Performs review and analysis of budget program and policy issues, analyzes financial trends or proposed legislation, and recommends appropriate courses of action to management. Performs expenditure analyses and prepares budget-related financial summaries and recommendations for management review. This position has a non-supervisory role.

Budget Analyst 3 (FIP012; Pay Grade: L) (Salary Range $52,500 to $72,000)

Under broad supervision, develops, prepares, analyzes and/or revises large or complex budgets and supporting schedules for assigned organizations or program areas. Performs review and analysis of budget program and policy issues, analyzes financial trends or proposed legislation and recommends appropriate courses of action to management. May serve as lead worker.

ESSENTIAL JOB FUNCTIONS:

• Must be proficient with the use of a computer.
• Proficiency with Microsoft Office Suite; preferably Excel
• Mainly sedentary work in an office environment which includes shared office space.
• Travel and operating a state vehicle is required. The applicant must have a valid Georgia driver’s license.
• Strong oral, written and communication skills.

AGENCY SPECIFIC MINIMUM QUALIFICATIONS:

Budget Analyst 1 (FIP010; Pay Grade I)

Associate degree from an accredited college or university in public administration, business administration, accounting, finance or related fields OR two years of fiscal analysis experience

Budget Analyst 2 (FIP011; Pay Grade: J)

Associate degree in accounting, business/public administration, or finance from an accredited college or university and two (2) years of fiscal analysis job-related experience; or four (4) years of fiscal analysis job-related experience; or two

(2) years of experience at the lower level Budget Analyst 1 (FIP010) or equivalent position.

Budget Analyst 3 (FIP012; Pay Grade: L)

Associate degree in accounting, business/public administration, or finance from an accredited college or university and four (4) years of fiscal analysis job-related experience; or two (2) years of experience at the lower level Budget Analyst 2 (FIP011) or equivalent position.

PREFERRED QUALIFICATIONS:

Preference will be given to applicants that, in addition to meeting the minimum qualifications, possess three (3) or more of the following:

• Three or more years of budget/financial analytical experience (e.g. approving and controlling expenditures, preparing budget projections, and compliance)
• Two or more years of experience with Financial Grant Management Systems to include monitoring and reconciling federal grants.
• Extensive knowledge of the State of Georgia's or any other governmental travel policy and experience with approving travel expense reports in the TTE/Concur System or any similar system.
• Two or more years of experience with preparing and entering the annual operating budget and budget amendments in the Office of Planning and Budget's Planning and Budget Cloud Services (PBCS) system.
• Two or more years of experience with a Financial Management System, such as TeamWorks Financials or WorkDay
