Job Description:

The Technical College System of Georgia (TCSG) is seeking highly qualified applicants for their full-time Budget Director position in the Office of Georgia Quick Start. This position is located at the Georgia Quick Start main office in Atlanta, Georgia.  *This is not a remote position*

Under minimal supervision, directs the budgeting and financial planning activities for Quick Start, including budget development, forecasting, financial analysis, expenditure oversight, and fiscal reporting. Provides leadership and strategic oversight for budgeting, financial planning, purchasing, accounting support, asset management, and administrative operations to ensure effective stewardship of organizational resources and support of statewide Quick Start programs. Supervises staff responsible for these functions and ensures compliance with State and TCSG policies and procedures. Develops and maintains working relationships, communications, and contacts with TCSG staff members and external stakeholders. Develops, revises, interprets, and implements policies, procedures, standards, and guidelines as directed. Some in-state travel is required.

RESPONSIBILITIES:

  • Direct and manage all budgeting processes for Quick Start.

  • Develop annual operating budgets and project budgets.

  • Conduct spending forecasts and financial analysis.

  • Monitor expenditures and ensure fiscal accountability.

  • Develop reporting mechanisms for project spending.

  • Serve as primary liaison with the TCSG Budget Office.

Additional Areas of Responsibility

  • Procurement and Contract Administration

  • Provide strategic oversight of purchasing activities and procurement compliance.

  • Ensure purchasing processes comply with State and TCSG requirements.

  • Review and approve procurement strategies, specifications, and contracting activities.

Asset and Equipment Management

  • Direct and oversee equipment and property accountability programs.

  • Ensure effective systems are in place for inventory management, storage, tracking, and reporting of assets.

Financial Operations Oversight

  • Provide oversight of accounting and financial support functions, including invoice processing, revenue invoicing, and financial documentation.

  • Monitor internal controls and compliance with applicable fiscal policies and procedures.

Administrative and Facilities Operations

  • Oversee administrative and facility support operations for Quick Start.

  • Ensure facilities, equipment, and support services effectively meet organizational needs.

  • Maintain relationships with building management, service providers, and internal stakeholders.

Leadership and Coordination

  • Supervise staff responsible for budgeting, procurement, accounting support, asset management, and administrative operations.

  • Establish priorities, monitor performance, and ensure the efficient delivery of support services.

  • Coordinate with regional leadership to align financial and operational resources with organizational objectives.


MINIMUM QUALIFICATIONS:
Bachelor’s degree in business administration, public administration, accounting, finance, or a related field AND five years of professional experience in procurement, accounting, budgeting, or asset management, including at least two years in a supervisory or lead role.

PREFERRED QUALIFICATIONS:

  • Advanced degree in business, finance, or public administration.

  • Professional certifications such as Georgia Certified Purchasing Manager (GCPM), Certified Government Financial Manager (CGFM), or equivalent.

  • Experience managing cross-functional teams in a government environment.

  • Proficiency in strategic planning, process improvement, and data-driven decision-making.

  • Strong communication and stakeholder engagement skills.

  • Working knowledge of state financial systems, GAAP principles, and government budgeting processes.

  • Ability to interpret and apply State of Georgia policies and procedures related to purchasing, financial reporting, and asset management.

Minimum Qualifications:

A Baccalaureate degree from an accredited college or university *and* Five (5) years of experience in management or the defined departmental area.
