Position Summary

The Business Readiness & Quality Assurance Analyst provides cross-functional quality assurance, user acceptance testing, release validation, and business-readiness support for Georgia's vital records program. The position works between business operations, Informatics, information technology, vendors, and end users to confirm that system changes, enhancements, reports, interfaces, workflows, and related operational changes meet documented requirements and are ready for implementation. The Analyst develops and executes structured testing, documents and tracks defects, validates data and business rules, evaluates operational readiness, and maintains evidence supporting implementation decisions while protecting confidential and personally identifiable information.

Role Scope

This position is the dedicated business-readiness and quality-assurance resource within the Data Quality and Informatics function and supports multiple vital-records domains rather than a single program portfolio. The Analyst independently plans and performs routine-to-complex testing and readiness activities within approved standards, identifies defects and operational risks, and recommends remediation, retesting, or additional readiness work. High-risk releases, unresolved material defects, policy decisions, acceptance of significant operational risk, and final production authorization are escalated to the appropriate manager, program owner, or technology authority.

Core Competencies

·    Quality discipline: Applies consistent, evidence-based testing and validation methods and does not treat incomplete testing as successful testing.

·         Risk judgment: Distinguishes routine defects from material implementation risks and escalates appropriately.

·         Business readiness: Evaluates technology, process, people, documentation, data, and operational dependencies as part of implementation readiness.

·         Traceability: Maintains clear links among requirements, test cases, results, defects, remediation, retesting, and release outcomes.

·         Communication: Explains defects, limitations, risks, and readiness findings clearly to technical and non-technical stakeholders.

·         Collaboration: Works constructively across business, Informatics, technology, vendor, legal, compliance, and partner boundaries.

·         Continuous improvement: Uses defects, test outcomes, and post-implementation evidence to strengthen systems, controls, processes, and future releases.

Preferred Qualifications

Bachelor's degree in public health, health information management, informatics, information systems, computer science, business administration, data analytics, or a closely related field and professional experience in quality assurance, user acceptance testing, business analysis, system implementation, data validation, or related work; or an equivalent combination of education and experience that provides the required knowledge, skills, and abilities.

·         Experience developing and executing UAT plans, test cases, test scripts, acceptance criteria, and release-readiness assessments for enterprise or transactional systems.

·         Experience conducting functional, regression, integration, workflow, interface, or post-production testing and documenting defects in Jira, ServiceNow, Ivanti, Azure DevOps, or a comparable platform.

·         Experience using SQL, Excel, Tableau, Power BI, or similar tools to validate data, reports, dashboards, calculations, or automated business rules.

·         Experience developing SOPs, workflow documentation, process maps, control documentation, or implementation-readiness materials.

·         Experience in vital records, public health, healthcare, government, software implementation, or another regulated or confidential-data environment.
