Under broad supervision, the SNAP Policy Specialist is responsible for developing, writing, revising, and disseminating policies and procedures for the Supplemental Nutrition Assistance Program (SNAP) using manual transmittals, email, and/or memorandums; providing technical assistance and consultation to OFI state, district, and county staff; communicating state policies and procedures to our Federal partners; and may administer or provide high-level support for various projects, grants, contracts, procedure implementation, and/or specialized functions.
Role and Responsibilities:
- Develops, writes, revises, and disseminates policies and procedures for the Supplemental Nutrition Assistance Program (SNAP) using manual transmittals, email, and/or memorandums.
- Provides technical assistance and guidance to state, district, county office, and state vendor staff regarding the interpretation and implementation of SNAP program requirements.
- Communicates all State policy and procedures with our federal partners.
- Provides expert recommendations to the GA State Legislature, Community Partners, and other State programs on proposed SNAP regulations, policies, and procedures.
- Coordinates State and Federal SNAP Audits and Management Evaluation Review processes with State and Federal Agencies.
- Participate in formal management evaluation reviews of SNAP operations.
- Analyzes and interprets program data and reports to identify problems and error trends and provides solutions for program operations.
- Tracks, monitors, and manages statewide SNAP-funded contracts and state plans.
- Coordinates with the Training and Professional Development staff to develop training materials for SNAP program staff.
- Interprets and implements federal and State policy.
- Reviews and approves Gateway data fixes if they appear to be incongruent with approved policy or practice.
- Maintains knowledge of the Georgia Gateway system.
- Make recommendations for policy/procedure development and/or revision and advocate for changes as appropriate.
- Processes invoices and contracts for the SNAP Policy Unit.
- Performs other professional responsibilities as assigned, and statewide travel may be required.

Minimum Qualifications
- Associate degree in business or related field from an accredited college or university and three (3) years of experience related to area of assignment.
OR
- One (1) year of experience required at the lower-level Business Support Analyst 2 (GSP131).
Note: An equivalent combination of knowledge, education, job or intern experience, training, or certifications that provides the necessary knowledge and skills to successfully perform the job at the level listed may be substituted year-over-year.
Preferred Qualifications: Preference will be given to candidates who, in addition to meeting the minimum qualifications, demonstrate some or all of the following skills/experience.
- Bachelor's degree in public administration, business administration or a related area AND four (4) years of work experience in the management of the administrative support activities in the Supplemental Nutrition Assistance Program (SNAP) and/or other related human services programs.
- Two (2) years as an Administrator with DFCS/Office of Family Independence (OFI) managing Supplemental Nutrition Assistance Program (SNAP) activities.
- Strong working knowledge of SNAP policies and procedures.
- Strong proficiency in the use of Microsoft Office Suite, GitLab, IntelliJ, GA@WORK (Workday), and/or standard software applications typically used in a corporate office environment.
