POSITION SUMMARY
Supervises, guides, and/or instructs the work assignments of subordinate staff. Performs complex administrative duties and statistical, financial, or operational data analysis and reporting in support of management decision making in functional area. Identifies trends, discrepancies, and variances to improve the efficiency and effectiveness of operations. May partner with other departments,
divisions, outside agencies, and vendors to address business issues. Exercises various latitudes of independent judgment. May administer or provide high level support for various projects, grants, contracts, implementation of procedures, and/or any specialized functions. Assists with orientation, training, or providing task guidance of junior team members. Provides strategic analysis. This role will serve as a key liaison between division leadership, IT teams, Project Managers, Office of Professional Development and end users to ensure the effective planning, execution, and adoption of technology and data initiatives. The ideal candidate will bring strong project management skills, training development, and team leadership experience.
RESPONSIBILITIES AND DUTIES
- Lead and coordinate the planning, execution, and oversight of division-level IT projects in collaboration with internal departments and external vendors.
- Supervise the Division Data Management Team, ensuring data systems, reporting tools, and data governance practices support operational and strategic needs.
- Act as a liaison between IT teams and operational units to ensure technology and data initiatives align with division goals and business processes.
- Oversee the development and delivery of staff training programs to support the implementation and adoption of new technologies, systems, and data tools.
- Collaborate closely with the Office of Professional Development to assess training needs, design effective learning strategies, and evaluate training outcomes.
- Manage efforts related to technology upgrades, data systems, and enterprise software implementations.
- Provide regular updates, reports, and presentations to Division leadership on project status, training initiatives, data management performance, and key metrics.
- Establish and maintain project governance frameworks, including timelines, resource allocation, risk assessment, and stakeholder communication.
- Promote a culture of continuous improvement, digital literacy, and data-informed decision-making across the division.

MINIMUM QUALIFICATIONS
- Associate degree in business or related field from an accredited college or university and four (4) years of experience related to area of assignment.
- Or one (1) year of experience required at the lower level Busi Support Analyst 3 (GSP132).
- Note: An equivalent combination of knowledge, education, job or intern experience, training, or certifications that provides the necessary knowledge and skills to successfully perform the job at the level listed may be substituted year- over-year.
PREFERRED QUALIFICATIONS
- 5+ years of experience in IT, project management, data management, or related leadership roles.
- 3+ years of experience in supervisory role
- Proven ability to lead cross-functional teams and manage enterprise-level technology and data initiatives.
- Related certifications are highly desirable.
- Excellent communication, leadership, and stakeholder engagement skills.
