The DHS’ Division of Family & Children Services (DFCS) /Child Welfare is seeking candidates to fill the position of Business Support Analyst 1 (Well-Being Operations Specialist), reporting to the Well-Being Operations Manager. This position is located at 47 Trinity in downtown Atlanta, Fulton County.

Job Description (General Summary): The Well-Being Operations Specialist is responsible for providing complex administrative duties including but not limited to fiscal, contractual, and overall business operational functionality of the Well-Being Services Section. Identifies trends, discrepancies, and variances to improve the efficiency and effectiveness of operations. May partner with other departments, divisions, outside agencies, and vendors to address operational needs.

Roles and Responsibilities:

I. Processes and Records Invoices

  • Accurately and completely processes invoices and financial transactions.

  • Provides secondary review of submitted invoices for accuracy and fiscal integrity as well as compliance with applicable principles, standards, guidelines, police, and procedures.

  • Provides technical assistance to contractors to correct invoices based on timely recognition of problems and accurate identification of required adjustments.

  • Coordinates work with leadership and colleagues to provide accurate and meaningful financial information in a timely manner.

II. Prepares Financial Reports

  • Performs adequate research and analysis of collected data for the preparation of reports.

  • Ensures accuracy of reports by verifying output and making corrections as appropriate.

  • Submits completed reports within established time frames.

III. Analyzes and Reconciles Contract Expenditures

  • Analyzes complex reconciliation documents and other information to arrive at logical and accurate conclusions.

  • Determines appropriate corrective action to take when faced with discrepancies.

  • Adequately analyzes the effects of contract expenditures, expenses, and transactions on reports.

IV. Reviews Source Documents of Fiscal Records

  • Reviews, analyzes, and resolves related problems.

  • Carefully reviews all source documents for appropriate content and accuracy.

  • Correctly identifies inaccurate, inadequate, or missing information.

  • Takes appropriate measures to correct or add necessary information.

  • Assigns correct contract and accounting codes according to established guidelines.

V. Balances and Reconciles Internal Program Financial Records

  • Determines sources of errors by researching accounting records. Records correcting entries.

  • Gathers appropriate information, compares records, and correctly traces inaccuracies or omissions.

  • Accurately determines and initiates appropriate corrective actions.

  • Accurately records adjusting or correcting entries in accordance with generally accepted accounting principles.

  • Completes reconciliations within appropriate time frames.

  • Notifies appropriate authorities regarding balancing/reconciling discrepancies, problems and/or trends.

  • Performs calculations required to correctly balance and reconcile internal programmatic records.

  • Research errors and properly corrects balancing and reconciling problems.

Core Competencies

  • Strong proficiency in the use of Microsoft Office Suite and/or standard software applications typically used in a corporate office environment.

  • Excellent critical thinking and problem-solving skills.

  • Ability to develop and make presentations on behalf of organization.

  • Ability to work independently with limited direction.

  • Excellent oral, written, presentation and interpersonal communication skills.

Preferred Qualifications: Preference will be given to candidates who, in addition to meeting the minimum qualifications, demonstrate some or all the following skills/experience:

  • Master's degree in a related field from an accredited college or university AND Two years of related experience.

  • Excellent planning and organizational management skills.

  • Ability to work in a very fast-paced, stressful environment while effectively and accurately managing multiple projects simultaneously under tight deadlines.

  • Ability to work effectively at multiple levels of the organization and with multiple project teams as well as external stakeholders.

  • Expertise in making strategic decisions based on data as well as best practices.

  • Expertise in early childhood and childcare programming.

Minimum Qualifications:

Associate degree in business or related field from an accredited college or university and one (1) year of experience related to area of assignment.--Note: An equivalent combination of knowledge, education, job or intern experience, training, or certifications that provides the necessary knowledge and skills to successfully perform the job at the level listed may be substituted year-over-year.
