Job Description:

GENERAL DESCRIPTION:

The State Purchasing Division (SPD), located near the State Capitol in Atlanta, GA, is one of five Department of Administrative Services (DOAS) divisions. The agency provides enterprise business solutions for Executive Branch Agencies. DOAS is a hybrid work environment, and telework is encouraged, with some days in the office required.

As a member of the DOAS Strategic Sourcing team within State Purchasing, you will be responsible for leading and implementing multiple complex enterprise solicitations. You will develop and execute procurement strategies to maximize customer satisfaction and minimize cost for assigned spend categories. You will also build and maintain strong working relationships with internal and external stakeholders. 

The Senior Category Manager we seek will be dynamic, progressive, and collaborative; the person must thrive in a vibrant, fast-moving, and stimulating work environment. In this role, you will manage and lead multiple sourcing solicitation events and lead mentor, direct, and guide Associate Category staff in support of the evolution of Strategic Sourcing with the Statewide Purchasing Division.

Job Responsibilities:

  • Develops, communicates, and implements procurement strategy for assigned market.
  • Manage multiple sourcing events and award at least three (3) events per year (mentoring an Associated Category Manager is considered a substitute for a sourcing event)
  • Establishes and maintains effective channels of communication and working relationships with customers and suppliers and serves as central point of contact for purchasing customers and suppliers during the solicitation sourcing process.
  • Collaborate with Data Team on cost strategy with consideration of highest spend products/services to maximize savings.
  • Develops negotiation strategies based on supplier response and market analysis to identify possible outcomes. Leads negotiation with selected suppliers.
  • Leads strategic sourcing teams in developing financial and technical evaluation criteria for category solicitations.
  • Mentors, directs and provides guidance to Associate Category staff.
  • Provide guidance, leadership and category expertise to peers and peer groups.
  • Develops Request for Quotes (RFQs), Request for Proposals (RFPs), and other sourcing project documents based on specified sourcing strategies.
  • Participates in the identification, adoption, and implementation of best practices in the field of procurement.
  • Ensure that procurement activities are conducted in a professional and ethical manner.
  • Provides internal support staff (such as Data Team, Contract Management, Legal, and IT Business Analysts) with clear project expectations and objectives, and coordinates with them in performing procurement responsibilities.
  • Exhibit excellent negotiation skills.  Demonstrate strong decision-making skills and make decisions that are consistent with the overall mission and goals of State Purchasing.
  • Serves as a DOAS Georgia Emergency Management Agency (GEMA) resource during State emergencies.
  • Learns and utilizes artificial intelligence and other technical/computer skills to create, manage, analyze, and document sizable datasets and /or research information.

  • Experience with ERP and procurement tools
  • Familiarity with catalog management
  • Intermediate to Advanced level skill in Word, Excel, Access, PowerPoint, PeopleSoft, SharePoint)

MINIMUM ENTRY QUALIFICATIONS: 

Bachelor's degree in business or public administration or a related field from an accredited college or university AND Six years of experience in purchasing/contracts or procurement sourcing, which includes three years of developing complex RFQs or RFPs, AND Two years of management experience

OR Three years of experience at the lower level Category Manager (FEM061) or position equivalent.  This job may require Georgia Procurement Manual area-specific certification(s).

Note: An equivalent combination of education and job-specific experience that provided the knowledge, experience, and competencies required to perform successfully at the job listed may be substituted on a year-over-year basis.

PREFERRED QUALIFICATIONS: Preference will be given to applicants who, in addition to meeting the minimum qualifications, possess one or more of the following:

  • Eight or more years professional level experience in purchasing contracts or procurement/sourcing
  • Four or more years experience developing complex RFQs or RFPs
  • Three years supervisory/managerial experience
  • Six years experience at the lower-level Category Manager (FEM061) or position equivalent
  • Procurement/sourcing and contract management experience specifically in Information Technology sourcing
  • Certification as a Certified Professional Public Buyer (CPPB), Certified Public Purchasing Officer (CPPO), Certified Associate Contracts Manager (CACM), Certified Professional Contracts Manager (CPCM), or a Certified Purchasing Manager (CPM or CPSM).
  • Government procurement experience
  • Experience negotiating contractual terms and conditions
  • Experience using PeopleSoft Financials
  • Familiarity with Software License Agreements
  • Knowledge of Cloud Solution Services
