General Description
The Georgia Department of Community Affairs (DCA) is a state organization dedicated to partnering with communities to help create a climate of success for Georgia's families and businesses. Summary:
Under the general supervision of the CDBG-DR Program Director, performs work servicing complex disaster recovery administration related to community development projects. The incumbent maintains awareness of the status of potential and existing projects, handles complex recurring work and one-time issues, and provides advice and assistance to other Community Finance Division personnel whose assignments may include oversight and/or compliance duties related to CDBG-DR matters.
The Grants Analyst will maintain financial records across multiple grant management tools for all CDBG-DR and CDBG-MIT projects and activities, provide technical assistance for financial compliance, review and respond to correspondence, prepare materials, facilitate presentations for subrecipients, applicants, and the public, and perform other duties as assigned.
Minimum Eligibility Requirements:
- Bachelor’s degree in a related field from an accredited college university AND Two years of related professional experience OR
- Associate’s degree AND Four years of related professional experience OR
- Six years of related professional experience.
Essential Functions:
- Conduct eligibility and financial management reviews of subrecipient drawdowns for a variety of activity types, including but not limited to infrastructure, housing, planning, etc.
- Operate within the federal Disaster Recovery Grant Reporting (DRGR) system, including but not limited to the creation of vouchers, maintaining obligations, and financial reporting requirements such as Quarterly Performance Reports (QPRs)
- Serves as a Requisition Requestor in the State of Georgia’s Financial System
- Facilitate technical assistance for subrecipients, units of general local government, the public, and other stakeholders
- Prepare Grant Adjustment Notices for subrecipient and internally generated grant agreement adjustments, including but not limited to budget adjustments, period of performance extensions, and de-obligation of funds
- Maintain accurate, verifiable records of financial transactions across the portfolio of CDBG-DR and CDBG-MIT awards
- Participate in monthly coordination calls for subrecipients, vendors, and state agency partners
Required Knowledge, Skills, and Abilities:
- A basic knowledge and the ability to develop advanced knowledge of Community Development Block Grant (CDBG) regulations, including CDBG-Disaster Recovery (CDBG-DR)
- Knowledge of federal, state, and/or local grant management, with an emphasis on federal financial assistance programs
- Basic knowledge of 2 CFR Part 200 (Uniform Guidance) for grant billing and reimbursements
- Proficiency in Microsoft Office Applications (Word, Excel, PowerPoint, Outlook, etc.)
- Excellent organizational skills with the ability to manage multiple deliverables and critical deadlines
Preference:
Preference will be given to applicants who, in addition to meeting the required knowledge, skills, and abilities, have one or more of the following:
- Proven ability to review and process invoices, payroll records, construction pay requests, and other supporting documentation for financial drawdown requests
- Proven experience with preparing documentation for department audits
- Proven experience with the grant lifecycle, specifically post-award phases and closeout
Working Conditions:
- This position is full-time, salaried, and exempt.
- Periodic travel required, including air and car travel
- Central office environment currently designated as a hybrid (part in-office/part telework) position
Physical/Sensory Requirements:
- Work is principally stationary, but the person in this position needs to occasionally move about inside the office to access file cabinets, office machinery, etc., and constantly operate a computer and other office equipment.
- Must be able to remain in a stationary position 50% of the time.

- Must be able to establish and maintain effective working relationships with employees, tenants, and community agencies and other entities that provide services.
