GENERAL DESCRIPTION

The Georgia Department of Community Affairs (DCA) is a state organization dedicated to partnering with communities to help create a climate of success for Georgia's families and businesses. SUMMARY

The Coordinated Entry (CE) System Coordinator works with Continuum of Care and other program staff in the Office of Housing Stability & Innovation (OHSI) to oversee all aspects of the Coordinated Entry System for the Southeast region of the Balance of State (BoS) CoC. This work is done alongside three CE System Coordinators and reports to the Coordinated Entry Team Lead. The CE Coordinator will ensure that all HUD required elements of coordinated entry are met, and that preferred elements are met as possible. The CE Coordinator will manage the day‐to‐day operations of the coordinated entry system, including, but not limited to the following activities.

Job Responsibilities

  • Work with the Balance of State CoC Board of Directors, appropriate committees of the Board, HUD technical assistance providers, and other entities as necessary to establish and maintain Coordinated Entry Written Standards
  • Collaborate with homeless services providers throughout the Balance of State CoC to provide technical assistance and training necessary to operate the CE system locally
  • Coordinate stakeholders and provide leadership to local communities as they implement Coordinated Entry in their respective areas
  • Oversee the annual Coordinated Entry System evaluation process, as required by HUD
  • Analyze performance of the CE system and make improvements as necessary
  • Develop, implement, and maintain tools to facilitate Coordinated Entry, including phone and web-based tools to enable access to the homeless system across the Balance of State CoC
  • Oversee development of Coordinated Entry capabilities within the CoC’s Homeless Management Information System (HMIS) in partnership with other BoS CoC and HMIS staff
  • Assist communities with development and maintenance of by‐name lists of individuals and families who access homeless services within the Balance of State CoC, including development of tools to serve priority subpopulations including veterans, families, youth, and those experiencing chronic homelessness
  • Develop and manage grant making process for agencies leading Coordinated Entry efforts in their communities, including managing a funding competition, contracting with partner agencies, and facilitating compliance activities
  • Raise awareness of the Coordinated Entry system through community outreach and education, establishing partner relationships, and ensuring that Coordinated Entry is widely advertised and accessible to all Georgians experiencing homelessness regardless of accessibility issues
  • Other duties as required in support of overall CoC goals

Minimum Eligibility Requirements

  • Bachelor’s degree in social work or related field AND at least three years of experience with homeless services programs
  • Must be able to competently use the Microsoft Office Suite (Excel, Outlook, Word, PowerPoint)
  • Must be available to travel throughout Georgia approximately 20% of time

Preferred Qualifications

Preference will be given to applicants who in addition to meeting the agency specific minimum qualifications possess at least one of the following:

  • Experience interpreting federal regulation, developing program policy based on regulation, and enforcing such regulations and policy
  • Knowledge of Housing First principles
  • Experience with coordinated entry for homeless services, as defined by HUD
  • Experience with Homeless Management Information Systems
  • Experience with data entry and/or reporting using the ClientTrack Homeless Management Information System
  • Experience working directly with HUD homeless services funding

Knowledge, Skills & Abilities

  • Knowledge of all pertinent Federal and State regulations
  • Knowledge of the USICH strategic plan to end homelessness
  • Knowledge of homelessness and homeless services programs
  • Knowledge of HUD’s Coordinated Entry System requirements
  • Experience providing training and/or technical assistance on complex topics to groups of varying size
  • Experience with community outreach and partnership building
  • Ability to formulate and implement strategic plans
  • Excellent organizational, analytical, written, and oral communication skills
  • Excellent people skills, specifically capacity for collaboration and interpersonal relationships
  • Excellent customer service skills
  • Critical thinking skills, with a high level of initiation, motivation, and enthusiasm
  • Strong program management skills, including decisiveness, problem solving, integrity, time management, and effective use of resources
  • Ability to manage multiple projects and prioritize work effectively
  • Advanced communication skills, and the ability to communicate with all levels of management, staff, leadership, and external stakeholders
  • Demonstrated ability to work with diverse community and organizational groups

Working Conditions (travel, hours, environment)

  • This position exempt, knowing it may include hours which exceed eight hours in a day or forty hours in a week
  • Occasional travel required including air and car travel
  • While performing the duties of this job, the employee will work primarily in a climate controlled environment with minimal safety/health hazard potential

PHYSICAL / SENSORY REQUIREMENTS:

Work is principally stationary, but the person in this position needs to occasionally move about inside the office to access file cabinets, office machinery, etc., and constantly operate a computer and other office equipment.

Must be able to remain in a stationary position 50% of the time.

Must be able to perform office-related duties.

Must be able to operate office equipment.

Must be able to establish and maintain effective working relationships with employees, tenants, and community agencies and other entities that provide services.

Must be able to perform essential job functions, with or without reasonable accommodation.
