Job Description:

Leads and manages programs, staff, and budgets to improve health outcomes for mothers, children, and families. Responsibilities include setting strategic direction, ensuring compliance with standards, promoting quality and safety, and fostering collaborations with other departments and community organizations. The role requires strong leadership, clinical experience (especially in public health or nursing), and excellent administrative, communication, and data analysis skills. 

Program Management:

  • A member of the Executive Leadership Team working with the DPH Commissioner.
  • Responsible for leading the development, implementation, management and evaluation of the Department’s Child Health, Women’s Health, Home Visiting, Telemedicine, Telemedicine, and Oral Health programs and services.
  • Responsible for leadership and support for the Office of Nursing’s and Office of Pharmacy.   
  • Manages internal operations, including policy and procedure development, personnel functions, training, and workforce development initiatives.
  • Provides leadership support across the Offices of Child Health, Women’s Health, Nursing, Oral Health, Telehealth, and Pharmacy.
  • Responsible for the implementation of division-wide projects, ensuring alignment with strategic goals and public health priorities.
  • Manages legislative inquiries related to division programs, services, and budget items; prepares timely, accurate responses for internal and external stakeholders.
  • Represents the division in meetings with state leadership, external partners, and stakeholders, communicating priorities and program outcomes.

Strategic Leadership: Provide vision and direction for WCN services, setting goals and priorities for the department or division. Provides leadership to subordinate managers and staff.  Providing leadership and vision by working vertically and cross-functionally with department and division leadership in developing goals, objectives, and priorities for the division and, to ensure assigned areas activities and performance support the mission and priorities of the department. 

Staff & Budget Oversight: Supervising and managing personnel, budgets, internal and external affairs, and functional areas, monitor financial performance and programs within the office.

Collaboration & Outreach: Develops statewide partnerships and initiatives related to public health and maternal and child health. These responsibilities include: (1) Coordination of surveillance activities related to maternal and child health; (2) Providing coordination, expert knowledge on public and personal health issues related to maternal and child health; and (3) Supervision of regulatory or statutory programs related to maternal and child health.  

Minimum Qualifications:

Bachelor's degree in a related field from an accredited college or university AND Six years of experience managing

professional level staff OR Ten years of related professional experience AND Six years managing at the level equivalent to area of assignment OR Six years of experience required at the lower-level Sr Mgr 2, Business Ops (GSM013) or position equivalent. Note: Related professional experience may substitute for the minimum

educational requirement on a year‐for‐year basis.

Preferred Qualifications:

Master’s degree in public health or related field.

Strong leadership and management skills, project management abilities, and exceptional communication and interpersonal skills.
