Job Description:

Position Summary

  • DBHDD is seeking a Director of the Office of Medicaid Coordination to lead the department’s Medicaid strategy and operational infrastructure. DBHDD operates Georgia’s 1915(c) waivers for people with intellectual and developmental disabilities, the NOW and COMP programs serving approximately 14,000 participants, and is the state’s behavioral health authority, overseeing Medicaid-funded mental health and substance use services.
  • The Director is DBHDD’s Medicaid policy and financing leader and principal counterpart to the Department of Community Health, Georgia’s single state Medicaid agency. On the strategic side, the Director advises leadership; directs waiver renewals, State Plan amendments, and rate studies; shapes federal financing strategy; and directs DBHDD’s projects under Georgia’s Rural Health Transformation (GREAT) initiative. On the operational side, the Director oversees the administrative structure that keeps federal funding flowing and services compliant, including interagency agreements, the Medicaid cost allocation plan, Advance Planning Documents, provider manual alignment, and federal reporting. The Director leads a team of budget and program staff.
  • This role suits a leader with deep Medicaid policy and financing expertise who wants to play a key role in Georgia’s public behavioral health and IDD systems to support sustainable funding and achieve measurable outcomes.

 Medicaid Policy and Program Development

  • Direct Medicaid policy development and implementation for IDD services and the Community Behavioral Health Rehabilitation Services benefit. Assess federal and state policy changes and lead DBHDD’s response.
  • Govern Medicaid review and concurrence of behavioral health and IDD provider manuals. Ensure service definitions, clinical standards, billing guidance, and operating procedures reflect approved State Plan and waiver provisions.
  • Lead DBHDD’s development of Medicaid State Plan amendments, including coverage provisions, service definitions, provider qualifications, and reimbursement methodologies. Facilitate submission through DCH, respond to federal review questions, and implement approved changes.
  • Lead the preparation of Medicaid waiver applications, amendments, and renewals. Partner with subject matter experts to develop service and eligibility provisions, participant protections, quality measures, financial estimates, and supporting documentation. Manage submission timelines, DCH coordination, federal review responses, and implementation.
  • Direct DBHDD-led projects supported by Georgia’s Rural Health Transformation GREAT funding.
  • Lead a high performing office including the supervision of budget analysts and program staff.

Medicaid Financing

  • Direct the development, negotiation, implementation, and monitoring of Medicaid administrative contracts and interagency agreements, including S599 and its supplements. Define responsibilities, deliverables, reporting requirements, and processes for resolving issues.
  • Partner with other enterprise offices to ensure compliance with DBHDD’s Medicaid Cost Allocation Plan. Review allocation methods, eligible administrative activities, staffing assignments, and documentation. Resolve discrepancies and monitor implementation to support accurate federal reimbursement claims.
  • Oversee development and updating of Medicaid Advance Planning Documents (APDs) for eligible information systems initiatives. Coordinate project scope, budgets, cost allocation, procurement, and schedules with DCH and departmental staff. Track approvals, expenditures, and reporting.
  • Direct DBHDD’s participation in Medicaid rate studies and reimbursement methodology development. Coordinate cost reports, utilization data, staffing assumptions, and fiscal estimates with DCH, actuaries, consultants, providers, and program staff. Review findings, recommend changes, and oversee implementation of approved rates.
  • Identify opportunities to maximize allowable federal reimbursement and refinance eligible activities. Prepare fiscal analyses, recommend funding strategies, and monitor the budget effects of Medicaid policy and reimbursement changes.

Program Operations and Quality

  • Provide Medicaid policy and operational consultation for PASRR, psychiatric residential treatment facility services, autism services, CCBHCs, telehealth, and other assigned initiatives.
  • Implement policy in partnership with programmatic and operational offices such as clinical operations, quality management, provider enrollment and relations, network development, finance, contracts, information technology, claims, and reporting teams. Assign clear responsibilities and resolve implementation barriers.
  • Monitor service access, utilization, quality, and fiscal performance. Use data, stakeholder feedback, and compliance findings to identify gaps, recommend corrective actions, and track results.
  • Oversee DBHDD’s responsibilities under the federal HCBS Settings Rule, Medicaid Access Rule, and other applicable federal requirements. Coordinate implementation, reporting, and corrective actions with DCH and departmental leadership.
