The Georgia Department of Public Health (DPH) is the lead agency entrusted by the people of the state of Georgia with the ultimate responsibility for the health of communities and the entire population.
The agency is seeking a highly qualified candidate for the position of Director of Workforce Management.
JOB RESPONSIBILITIES:
Oversees human resource management and/or human resource development activities of the organization to maximize the strategic use of human resources. Maintains functions such as employee compensation, recruitment, policy development, and regulatory compliance. Oversees the development and implementation of personnel policies. Provides leadership to subordinate managers and staff.
Responsible for providing leadership in developing and executing an effective human resources strategy in support of DPH's overall strategic direction and plan, specifically in the areas of staffing, succession planning, learning and development, employee relations, change management, organizational and performance management, and compensation. The Director of Workforce Management provides strategic leadership by articulating Workforce Management needs and plans to the executive management team.
Responsibilities/Duties:
- Provide strategic leadership and oversight for agency-wide workforce management functions, ensuring alignment with DPH’s mission, strategic priorities, and public health objectives.
- Collaborate with executive and senior leadership to design and implement workforce strategies that support organizational performance, employee engagement, and talent sustainability.
- Administers the provisions of the applicable rules and regulations promulgated by the State Personnel Board; directs performance appraisal, salary administration and benefits programs.
- Ensures that confidential centralized human resource records systems are accurately maintained and secured.
- Oversees the development and administration of effective recruitment, testing and selection programs for public health positions.
- Researches necessary division needs; analyzes and controls current expenditures.
- Oversees the development of new employee orientation programs and procedures.
- Formulates and recommends policies and procedures to govern all phases of human resource administration and employee relations.
- Directs the recruitment and employment screening procedures, to include development of job registers; maintains current records and procedures on ADA, EEO and employment laws, job restructuring studies; advises employees regarding the Department's disciplinary process and assists in resolving work related and personal problems.
- Maintains active memberships in national and local Human Resource professional associations to keep current on trends and legal requirements.
- Provide overall leadership and guidance to HR function by overseeing business partner activity, talent acquisition, learning and development, retention, employee relations, compensation and benefits.
- Develop, mentor, and support a high-performing workforce management team through coaching, professional development, and performance accountability.
- Performs all other duties and special projects as assigned.
Minimum Qualifications:
- Bachelor’s degree in human resources, Organizational Development, Public Administration, Business Administration, Public Health, or a related field.
- Requires a human resources executive with a minimum of 7 years of Human Resource experience, with demonstrated experience in creating developing and implementing sophisticated HR related programs and initiatives.
- 5 years of experience in of senior-level leadership experience overseeing workforce or human capital functions.
- Ability to work with a variety of organizational leadership to build consensus around HR strategy and tactics.
- Superior interpersonal communication and presentation skills as well as proven organizational skills are required.
- Must have the ability to bring immediate credibility to the human resources function through his/her professional qualifications and leadership skills as well as project the highest levels of integrity.
Preferred Qualifications:
- Master’s degree in related fields
- SHRM, HRCI or IPMA certification
