The Technical College System of Georgia’s (TCSG) Office of Workforce Development (OWD) is seeking a Director of Workforce Pell to lead the development, implementation, administration, and continuous improvement of Georgia’s Workforce Pell approval and oversight framework. This position will serve as the primary coordinator for Workforce Pell policy implementation and program administration on behalf of the State Workforce Development Board (SWDB), consistent with state and federal requirements.
The Director will facilitate collaboration among state agencies, educational institutions, workforce system partners, and industry stakeholders to support the successful implementation of Workforce Pell in Georgia. The position will provide strategic leadership related to program eligibility processes, policy development, communications, technical assistance, data coordination, and long-term operational planning associated with Workforce Pell implementation.
RESPONSIBILITIES
Leads the strategic implementation and operational administration of Georgia’s Workforce Pell approval process.
Coordinates statewide Workforce Pell activities on behalf of TCSG and the SWDB.
Facilitates collaboration among TCSG, SWDB, the Governor’s Office of Education and Workforce Strategy (GOEWS), postsecondary institutions, workforce boards, state agencies, accreditation organizations, and external stakeholders.
Serves as the primary liaison to the SWDB Workforce Pell Committee and related advisory groups.
Oversees development, revision, interpretation, and implementation of Workforce Pell policies, procedures, and guidance documents.
Coordinates strategic planning activities associated with phased Workforce Pell implementation and statewide expansion efforts.
Oversees development and management of Workforce Pell application processes, workflows, timelines, and operational procedures.
Provides technical assistance and guidance to institutions seeking Workforce Pell eligibility.
Coordinates review and vetting processes associated with Workforce Pell applications and supporting documentation.
Supports development and administration of the Georgia Workforce Pell Portal and associated communications resources.
Facilitates the development of outreach materials, application guidance, presentations, and informational collateral related to Workforce Pell eligibility and participation.
Coordinates with agency partners regarding program performance verification, student outcome reporting, and data-sharing activities.
Monitors federal Workforce Pell guidance, regulations, and implementation updates to ensure ongoing state compliance.
Assists with development of compliance monitoring processes, appeals procedures, continued eligibility reviews, and withdrawal procedures.
Supports preparation of materials and recommendations for SWDB review and approval meetings.
Coordinates stakeholder engagement activities, informational sessions, and technical assistance workshops.
Assists with development of implementation timelines, reporting metrics, and program evaluation activities.
Prepares reports, policy recommendations, briefing materials, and correspondence for executive leadership and partner agencies.
Represents TCSG and OWD in meetings, conferences, and collaborative initiatives related to Workforce Pell, workforce development, and postsecondary education.

MINIMUM QUALIFICATIONS
Bachelor’s degree from an accredited college or university and five (5) years of progressively responsible work-related experience in workforce development, higher education administration, public policy, financial aid administration, education policy, or related fields.
PREFERRED QUALIFICATIONS
Master’s degree in public administration, higher education, workforce development, education policy, business administration, or a related field.
Experience with WIOA Title I programs and Eligible Training Provider List (ETPL) processes.
Experience working with postsecondary institutions and/or federal Title IV financial aid programs.
Experience managing strategic initiatives or multi-agency implementation projects.
Experience developing or implementing statewide policy initiatives and in policy development.
Experience facilitating interagency collaboration and stakeholder engagement initiatives.
Experience with workforce data systems, performance reporting, or longitudinal data initiatives.
Minimum Qualifications:
