Job Summary: Under direct supervision, the HR Spec 1 performs entry - level human resources support work across GDOT divisions. This position provides administrative and technical assistance in key areas such as recruitment, onboarding, personnel records management, benefits administration, payroll support, and compliance. The role ensures accurate data entry, timely processing of HR transactions, and consistent adherence to state and departmental policies.
Primary Duties & Responsibilities:
- Process routine personnel transactions (Drug Screenings, MVR, Background, New Hires, Transfers, Promotions, Terminations, I-9/E-Verify).
- Assist with job postings, applicant tracking, interview scheduling, and candidate communication.
- Prepare recruitment packets, maintain applicant tracking data, and support hiring managers with required documentation.
- Support recruiting and onboarding processes by preparing employment documentation and assisting with conducting new hire orientation.
- Update employee records in HR systems, ensuring data integrity and timely processing of changes.
- Maintain accurate personnel files in accordance with retention schedules, audit standards, and confidentiality requirements.
- Respond to employee inquiries regarding HR policies, benefits enrollment and changes, leave procedures, and payroll processes.
- Support time and leave tracking processes and timekeeping corrections to ensure accurate and timely payroll and attendance reporting.
- Verify employment and salary information as requested.
- Provide general administrative support to HR management and staff.
- Ensure HR transactions follow federal regulations, state rules, GDOT policies, and audit standards.
- Perform other related duties as assigned within the established scope of responsibility, supporting overall HR operations and ensuring continuity of services.
MINIMUM QUALIFICATIONS
The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Qualifications
Entry Qualifications:
- High school diploma/GED and one (1) year of job-related experience in human resources.
- Note: An equivalent combination of knowledge, education, job or intern experience, training, or certifications that provides the necessary knowledge and skills to successfully perform the job at the level listed may be substituted year-over-year.
Agency Specific Qualifications:
- Minimum of one (1) year experience working in a Human Resources Professional, Administrative, Customer Services, or related field.
- Experience supporting multiple HR functions (recruitment, onboarding, employee relations, payroll, benefits, leave, etc.)
- Experience maintaining digital files and handling confidential information.
- Experience utilizing basic computer applications such as Microsoft Office, Teams, and/or database management programs.
Agency Preferred Qualification:
- Work experience in a personnel function such as timekeeping, payroll, benefits.
- Familiarity with Human Resources transactions.
- Experience with confidentiality standards.
- Advanced Microsoft Office capabilities.
- Knowledge of a time/leave keeping system.
- Knowledge of PeopleSoft System for Human Resources.

Good Employment Standing:
In accordance with the Interview and Selection Process (ISP), an applicant must have no active disciplinary actions to be in good employment standing. Actions that may disqualify an applicant include letters of reprimand (active for 12 months after issuance date); suspension without pay or disciplinary demotion (active for 12 months from the effective date); Performance Improvement Plans (PIP) and Leave Restriction Plans (active until 12 months after the date of conclusion). In addition, an employee must have an overall e-Performance rating score of three (3) or higher on their most current evaluation. Please note that Memorandums of Concern are not considered disqualifying factors. Human Resources may remove any employee from consideration for selection who is pending a disciplinary action; however, if the action is resolved in the employee’s favor, he or she will be allowed to compete.
This position is being posted at the HR Spec 1 tier; however, it may be filled at a higher level.
