Job Description:

Savannah Technical College is seeking a dynamic and strategic Executive Director of Human Resources to lead and oversee all human resources functions for the College.

Reporting to the College President, the Executive Director of Human Resources serves as a strategic partner to senior leadership and collaborates with all divisions to ensure effective and efficient human resource operations. This position is responsible for developing and implementing human resources strategies that align with the College's mission, vision, and strategic goals while fostering a positive and inclusive workplace culture.

Essential Duties and Responsibilities

Responsibilities include, but are not limited to:

Strategic Human Resources Leadership

  • Develop and implement comprehensive human resources strategies to support organizational goals and workforce needs.
  • Serve as a trusted advisor to senior leadership on all human capital matters.
  • Lead organizational change initiatives that support institutional growth, innovation, and operational effectiveness.
  • Develop and implement leadership development programs to cultivate future leaders within the organization.

Talent Acquisition and Employee Development

  • Lead recruitment and talent acquisition strategies to attract, retain, and develop high-quality employees at all levels of the organization.
  • Oversee onboarding, training, professional development, and employee engagement initiatives to maximize employee success and retention.
  • Develop and implement career development programs that support employee growth and advancement.

Employee Relations and Organizational Culture

  • Foster a positive, inclusive, and collaborative work environment aligned with the College's values.
  • Lead efforts to address employee relations matters and ensure the fair and consistent application of policies and procedures.
  • Oversee adverse action processes and provide guidance on employee relations issues.
  • Develop and implement employee engagement strategies that promote satisfaction, productivity, and retention.

Compliance and Risk Management

  • Ensure compliance with applicable federal and state employment laws, Technical College System of Georgia (TCSG) policies, regulations, and workplace safety standards.
  • Develop and maintain policies and procedures that mitigate organizational risk related to employment practices.
  • Ensure completion of employee background checks and Homeland Security database verifications in accordance with applicable requirements.

Human Resources Operations

  • Direct all areas of human resources administration, including performance management, compensation, benefits, personnel records management, and organizational development.
  • Conduct and oversee the annual employee benefits open enrollment process.
  • Maintain oversight of employee personnel files and serve as the custodian of official personnel records.
  • Administer workers' compensation claims and related processes.
  • Develop, maintain, and update the Employee Handbook.
  • Oversee HR analytics, reporting, and key performance indicators to support informed decision-making.
  • Continuously evaluate and improve HR systems, processes, and tools to enhance efficiency and effectiveness.
  • Manage the Human Resources budget and ensure responsible stewardship of resources.

Other Duties

  • Perform other duties as assigned.

Minimum Qualifications:

A bachelor’s degree in a related field *and* five (5) years of related work experience

Note: An equivalent combination of education and job specific experience that provided the knowledge, experience and competencies required to successfully perform the job at the level listed may be substituted on a year-over-year basis

Preferred Qualifications:

  • Experience with Workday
  • Prior TCSG or State of Georgia Experience
  • Strong organizational skills, attention to detail, and accuracy.
  • Excellent customer service and communication skills.
  • Proficiency in Microsoft Office Suite (Word, Excel, Outlook).
  • Ability to manage multiple tasks while maintaining confidentiality and professionalism.

Physical Demands:

Responsibilities are typically performed in an office setting with the employee intermittently sitting, standing, walking, bending, pushing and pulling.  The employee occasionally lifts or moves objects of a light to medium weight. Full range of hand and finger motion is necessary for data entry purposes.

Salary/Benefits:

Salary is commensurate with education and work experience. Benefits include paid state holidays, annual and sick leave, and the State of Georgia Flexible Benefits package.
