Job Description:

Albany Technical College seeks a full-time Executive Director of Human Resources. The Executive Director of Human Resources reports directly to the President and is responsible for the achievement of services, goals and objectives and acts as liaison with all divisions to ensure day-to-day operations are handled appropriately and is responsible for developing and executing human resources strategies that support the organization’s overall business objectives. Major duties for this role include but are not limited to, overseeing all HR functions, including talent acquisition strategies to attract, retain, and develop top talent for all levels of the organization, employee relations, organizational development, performance management, compensation and benefits, compliance, and workplace culture; Developing and executing HR strategies aligned with the organization’s mission, vision, and strategic goals, while serving as a trusted advisor to the President and executive team on all human capital matters, providing insights to enhance organizational effectiveness and drive business performance; Leading organizational change initiatives to support growth, innovation, and scalability; Implementing leadership development programs to build a pipeline of future leaders; Ensuring robust onboarding, training, and career development programs to maximize employee engagement and retention;  Conducting the annual open enrollment process; Overseeing the maintenance of employee personnel files and serving as the primary custodian of personnel records;  Overseeing the process of adverse actions and employee relations matters; Developing and maintaining the Employee Handbook;  Processes and verifies new employee background and Homeland Security database checks, and Processes worker’s compensation claims; Fostering a positive, inclusive workplace culture that aligns with the organization’s values; Developing and implementing employee engagement strategies to enhance satisfaction and productivity; Leading initiatives to resolve employee relations issues, ensuring fair and consistent application of policies and procedures; Ensuring compliance with all applicable labor laws, regulations, TCSG Policies and workplace safety standards; Establishing policies and procedures to mitigate organizational risks related to employment practices; Leading diversity, equity, and inclusion (DEI) initiatives to foster an equitable work environment; Overseeing HR analytics and reporting to track key performance indicators and inform decision-making; Continuously improving HR systems, tools, and processes to enhance efficiency and effectiveness; Managing the HR budget, ensuring efficient allocation of resources; and completing all Other duties as assigned. He/she should have good oral and written communication skills.

Minimum Qualifications: Baccalaureate degree in Human Resources or a closely related field from an accredited college or University “AND” five (5) years of full-time work experience in human resources in major areas of responsibility.

Preferred Qualifications: Baccalaureate degree in Human Resources or a closely related field from an accredited college or University “AND” Five (5) years of full-time work experience in the last seven years in human resources including major areas of responsibility.  Proven and extensive experience in Human Resources to include knowledge of federal and state laws (e.g. FMLA, FLSA, ADA, ACA, etc.).  Experience with the Technical College System of Georgia, Georgia State government, or a higher education environment; currently holds PHR or SPHR Certification.

Competencies: Knowledge of state and federal employment law; Knowledge of record retention practices; Skill in decision making, problem solving and critical thinking; Skill in interpersonal relations and in dealing with the public; Ability to relate effectively to people of varied academic, cultural and socio-economic backgrounds using act, diplomacy and courtesy; Knowledge of college/TCSG/State pay and benefit processes; Skill in the operation of computers and job-related software programs Oral and written communication skills; Ability to supervise and advise staff and proven leadership ability in high pressure situations. 

Salary/Benefits: Salary is commensurate with education and work experience. Benefits include paid state holidays, annual and sick leave, and the State of Georgia Flexible Benefits package.
