As part of the Office of the Governor, the Georgia Emergency Management and Homeland Security Agency (GEMA/HS) work with local, state, tribal and federal governments, in partnerships with the private sector and faith-based community, to protect life and property against man-made and natural emergencies. In addition, GEMA/HS employees are on 24-hour call statewide to assist local authorities when disaster strikes
The Financial Analyst is a member of the Finance Division team and performs advanced level finance and accounting duties. This includes developing, analyzing and monitoring financial data. This position enforces compliance with laws and regulations governing financial instruments, taxes, real estate and securities transactions, as well as serving as the primary resource for all agency contracts. The position requires the exercise of independent judgment and initiative to perform a variety of financial and accounting functions. This position maintains knowledge of all program areas within the GEMA/HS. Work product must meet stringent federal, state and other grant requirements.
Specific duties include:
•Administering agency contracts for services
•Serving as the agency Administrator for the EMGrants System
•Analyzing budget reports to determine funding levels
•Assigning accounting codes to expenditure requests
•Completing E-Verify and other contract reports for all GEMA/HS Contractors and Sub-Contractors
•Serving as liaison for other GEMA/HS programs and departments requiring contracts
•Approving Team Georgia Market Place requisitions
•Providing technical assistance to employees and contractors
•Serving as liaison for CONCUR transactions for all GEMA/HS employees
•Processing annual reports on the DOAA site for GEMA/HS.
•Performing duties as assigned in the State Operations Center (SOC) during emergency/disaster activations

GEMA/HS employees are subject to call in with minimal notice during disasters. During activations of the State Operations Center night and weekend, work may be required.
Additional Information:
The selected candidate will be required to pass a background investigation as a condition of employment. Items that may be examined in a background check include but are not limited to: credit records, criminal records, education records, past employers, military records, state licensing/certification records, and driving records.
Qualifications – External
Bachelor's degree in a related area from an accredited college or university AND Two years of professional experience in a related area OR Associate's degree from an accredited college or university AND Three years of experience in a related area OR Four years of professional experience in general accounting, billing and collection systems and/or claims.
Preferred Qualifications – External
Experience in Georgia State Government in a financial or accounting position
• Master’s Degree in Business Administration, Finance, or Accounting
• Extensive experience with Peoplesoft/TeamWorks Financials (Accounts Payable, Purchasing and Reporting Tools) and WORKDAY.
• Experience providing technical assistance to program staff and to contractors
•Experience with grants management
•Experience with administrating CONCUR travel
• Experience in the use of Microsoft Excel (Word, Excel, PowerPoint, Outlook, Access, SharePoint), and Pivot Tables
Minimum Qualifications:
Associate degree in a related area from an accredited college or university and three (3) years of professional job-related experience in accounting, billing and collection systems, or claims; or four (4) years of professional job-related experience in general accounting, billing, and collection systems and/or claims; or one (1) year of experience at the lower level Financial Analyst 2 (FIP061) or position equivalent.Equal Employment Opportunity Employer
