Job Description:

The Technical College System of Georgia (TCSG) is seeking highly qualified applicants for their full-time Foreign Labor Certification (FLC) Specialist I position in the Office of Workforce Development.  This position will be responsible for providing customer service and guidance to agricultural and H-2B employers. This position is located at the TCSG System Office in Atlanta at 1800 Century Place, Atlanta, GA, 30345.  

Position Overview:

The Foreign Labor Certification Specialist is primary responsible for providing customer service and guidance to agricultural employers, as well as employers requesting H2B applications. The activities may include processing H2A/H2B applications, serving as a liaison for the employers throughout the foreign labor certification process, following up with H2A/H2B referrals and assisting staff in the field regarding H2A and/or H2B job posting in the system. This position may require the completion of housing inspections, travel, the provision of virtual services, and a variety of WIOA Title III Wagner-Peyser services.

RESPONSIBILITIES 

Understanding Regulations: Having a comprehensive understanding of FLC regulations, policies, the FLAG system and any other federal and/or State regulations as it relates to the FLC process.

Employer Liaison: Acting as a liaison between employers and government agencies, by guiding employers through the process of obtaining labor certifications and visas for foreign employees. This responsibility includes tasks such as:

  • Provide guidance and advice to employers regarding eligibility criteria, application processes, and potential challenges.

  • Notify employer of any deficiencies found in job orders.

  • Notify employer of any deficiencies found during housing inspections.

  • Offer the employer suggestion on how to resolve application deficiencies.

  • Complete follow up calls with employer to verify number of workers hired, etc.

Documentation and Application Processing: Assist in preparing and filing the necessary documentation and applications required for foreign labor certification and visa processing. This responsibility includes tasks such as:

  • Review job order content to ensure accuracy, completeness and compliance with USDOL requirements.

  • Provide supporting documentation to USDOL for determination of H2A/B applications.

  • Submit all the necessary FLC application process documentation to USDOL and the employer (i.e., uploading documents to FLAG)

  • Maintain documentation of complaints regarding housing inspections.

  • Maintain and schedule housing inspections.

Programmatic Support: Evaluate policies, standards, and procedures to develop improved working processes.

Communication and Collaboration: Collaborate with internal WorkSource GA teams, government agencies, legal representatives, and external stakeholders to facilitate the smooth processing of labor certification applications.

Flexibility: Be able to work with short and tight deadlines.

Provision of General Employment Services: When needed, assist with the provision of WIOA Title III employment services (i.e., provision of virtual ES services, completion of Wagner-Peyser applications, processing and handling violations, etc.)

Performs Other Duties as assigned.

MINIMUM QUALIFICATIONS 

Bachelor’s degree in a related field OR High School Diploma or equivalent AND two (2) years of experience.

PREFERRED QUALIFICATIONS 

  • Previous experience working for a WIOA funded program.

  • Strong attention to detail and ability to process H2As and H2Bs job orders.

  • Excellent communication and interpersonal skills.

  • Ability to work independently and collaborate effectively within a team.

  • Proficiency in using inspection tools, technology, and job-related software for reporting and documentation.

  • Time and task management skills

  • Decision making and problem-solving skills

Minimum Qualifications:

High School Diploma or equivalent, plus three years of experience, or Bachelor's degree in a related field (such as Housing Inspection, Public Administration, or a relevant discipline)
