Job Description:

Summary/Objective: 
Under broad supervision, provides analysis, research and technical expertise in one or more areas of personnel. Designs, plans and conducts, from concept to completion, projects with significant impact on the agency. May serve as lead worker.


Essential Functions:

  • Serves as the Agency subject matter expert (SME) and primary point of contact for employees, managers, and supervisors regarding ADA compliance, reasonable accommodations, workplace accessibility, and related matters.
  • Serves as ADA Coordinator I and II and administers the Agency’s ADA accommodation program, including receiving, processing, evaluating, documenting, and maintaining accommodation requests and related confidential records.
  • Provides consultation and recommendations regarding reasonable accommodations, religious accommodations, ergonomic requests, accessibility concerns, and other workplace needs; consults with the State ADA Coordinator’s Office and other appropriate resources as necessary.
  • Conducts ADA compliance reviews and audits; visits Agency facilities and collaborates with designated Agency partners to identify and address accessibility concerns.
  • Establishes and maintains confidential processes for employees to voluntarily disclose disabilities and accommodation needs and coordinates accessibility resources for training, communications, and Agency activities, including assistive technology, captioning, interpreters, and accessible materials.
  • Researches, interprets, and communicates federal and state employment laws, regulations, and guidance to managers, supervisors, employees, and HR staff and recommends appropriate actions to support compliance.
  • Develops, reviews, updates, and maintains Agency HR policies, procedures, and Employee Relations/Policy forms in accordance with applicable laws, regulations, DOAS guidance, and Agency practices.
  • Collaborates with General Counsel to review and update HR policies following changes in applicable laws, regulations, or statewide guidance and assists with maintaining an annual HR policy review process.
  • Provides consultation and guidance to managers and supervisors regarding employee relations, workplace concerns, grievances, performance management, corrective actions, disciplinary actions, and adverse employment actions.
  • Processes, investigates, and responds to employee grievances and workplace relations concerns; conducts appropriate fact-finding and makes recommendations regarding resolution and follow-up actions.
  • Serves as the Agency Performance Management Administrator and advises and trains managers and supervisors regarding the Performance Management Process, employee relations best practices, and related HR practices.
  • Collaborates with Legal Services and General Counsel on employment-related matters, including EEOC and GCEO claims, requests for production of documents, and other legal inquiries; represents the Agency, as appropriate, in Unemployment Insurance hearings.
  • Administers and maintains the Georgia As Model Employer (GAME) survey and analyzes data, trends, and metrics to identify opportunities for improving accessibility, employment practices, and support for individuals with disabilities.
  • Monitors federal and state laws, regulations, and DOAS communications and ensures required compliance reports, documentation, records, and related HR information are maintained and submitted timely.
  • Provides appropriate employee support and referrals to third-party professionals or resources when matters require specialized assistance and performs related duties as assigned.

Preferred Education and Experience:

Bachelor’s or master’s degree from an accredited college or university in Human Resources, Special Education, Education, Public Administration, Business Administration, or a closely related field, and one (1) or more years of professional experience in the development, implementation, maintenance, and/or compliance of policies; or five (5) or more years of professional experience providing services to, or working with, individuals or students with disabilities; or an equivalent combination of education and qualifying experience.


Supervisory Responsibility:

None required for this position.


Work Environment:

This job operates in a professional office environment. This role routinely uses standard office equipment such as laptop computers and smartphones.


Physical Demands:

While performing the duties of this job, the employee is regularly required to talk or hear. The employee frequently is required to stand; walk; use hands to finger, handle or feel; and reach with hands and arms. The employee is occasionally required to sit; climb or balance; and stoop, kneel, crouch or crawl. The employee must occasionally lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.

 

 Working Conditions:

Incumbents working in this job perform duties in an office setting. This is a 40-hour workweek requirement. The position may involve managing a high-volume workload and demands a high level of accuracy while working with deadlines. Regular attendance is an important part of being successful in this position. Reasonable accommodations can be made available to qualified individuals upon request.

 

Position Type and Expected Hours of Work:

This is a full-time position. Days and hours of work are Monday through Friday, 8:30 a.m. to 5 p.m. This position occasionally requires long hours and weekend work.

 

Travel:

Travel is primarily local during the business day, although some out-of-area and overnight travel may be expected.

Minimum Qualifications:
