Job description

Job Specific Duties:

Under general supervision, the Human Resources Business Partner (HRBP) provides comprehensive human resources support to assigned Georgia Department of Transportation offices and business units. The HRBP serves as the primary HR contact for assigned areas and a strategic partner to leadership to address workforce needs while ensuring compliance with GDOT policies, State Personnel Board Rules, and applicable employment laws.

  • Provides HR support to assigned offices in areas of recruitment, classification/compensation, employee relations, onboarding and workforce planning.
  • Manages full-cycle recruitment activities, from receipt and review of the vacancy request through candidate selection and extension of the job offer.
  • Posts vacancies, screens applicants, schedules/interviews candidates, and supports selection packages
  • Conducts/coordinates new hire onboarding and orientation
  • Serves as primary HR contact for business units; partners with leaders on staffing needs and workforce planning
  • Advises Managers on employee relations matters, performance expectations, attendance, workplace conduct, disciplinary actions, and conflict resolution.
  • Updates and maintains job descriptions, summaries, and minimum qualifications , organizational information and other position-related documentation.
  • Collects and analyzes market pay data and prepares classification/compensation reports and workforce reports.
  • Collaborates with HR specialty areas including Employee Relations, Benefits, Training and Development and Workforce planning.
  • Ensures HR actions and position data align in HRIS and required documentation is complete
  • Supports internal and external audits and maintains confidentiality
  • Provides employee training (onboarding, performance, difficult conversations, respectful workplace)
  • Communicates HR updates and supports rollout of HR initiatives
  • Performs other duties as assigned.

AGENCY SPECIFIC QUALIFICATIONS:

  • Bachelor’s degree in Human Resources or a related degree AND Two years of PROFESSIONAL-level human resources experience OR Eight years of PROFESSIONAL level human resources experience.
  • NOTE: The above-mentioned experience should include advertising and filling vacancies, workforce planning, succession planning, FLSA classifications, job analysis, classification and compensation job studies.
  • Demonstrated professional level Human Resources experience performing duties in one or more of the following areas: Recruitment and Selection, Classification and/or Compensation or an HR Generalist.

AGENCY PREFERRED QUALIFICATIONS:

  • Experience with government and department’s HR policies, processes, and practices
  • Experience using HRIS to include PeopleSoft, Workday or any other similar employee management software.
  • Professional experience in any HR related areas.
  • Demonstrated ability to perform in a fast-paced customer service-oriented environment
  • Demonstrated ability to create innovative solutions to streamline practices and procedures
  • Possess organizational skills with the ability to multi-task priorities
  • Possess strong facilitation and presentation skills
  • Ability to utilize tools, processes and communication in both print and digital
