Job Summary:
Supervises, guides, and/or instructs the work assignments of subordinate staff. Manages one or more functions of a personnel office which typically includes verification and authorization of personnel transactions, benefits, record management, payroll and/or applicant processing.
Primary Duties & Responsibilities:
- Supervises and plans work for assigned staff
- Answers questions from employees or management regarding personnel and payroll transactions
- Calculates and initiates payroll computation and deductions and enter data into computer system
- Coordinates hiring processes, ensuring all required forms are completed and all
- clearances are obtained
- Develop and/or direct the development of personnel policies, procedures, and laws
- Explains benefits and human resource policies to employees and authorized persons
- Oversees staff in appropriately processing personnel transactions
- Processes and issues employee paychecks and statements of earnings and deductions
- Processes enrollments and changes and responds to questions regarding the benefit programs
- Provides information to employees and others on payroll matters, tax issues, and benefit plans
- Responds to questions and provides information regarding employment
- Reviews computation and other information in order to detect and reconcile payroll discrepancies
- Verifies attendance, hours worked, and pay adjustments, and post information onto designated records
Minimum Qualifications:
High school diploma/GED and four (4) years of experience performing human resources job-related functions, which includes one (1) year in a lead worker, team lead, or supervisory role; or one (1) year of experience required at the lower level HR Tech 4 (HRT014) or position equivalent.--Note: An equivalent combination of knowledge, education, job or intern experience, training, or certifications that provides the necessary knowledge and skills to successfully perform the job at the level listed may be substituted year-over-year.
Preferred Qualifications:
Human Resources Manager under limited direction, responsible for assisting and training the facility Personnel Techs and Administrative Support/File Clerk to include the duties of Recruitment of Candidates, Criminal Background, Kronos, New Hires Orientation, POST, Request to Advertise, Fingerprints, Setting Up Personnel File, Workers Comp, FMLA, Scheduling Interviews, CBI’s, Testing, and Promotions. Other duties include but are not limited to. Identifies training needs and provides guidance and training to Human Resources Staff.
