Job Summary:

The IT Program Manager (PM) is responsible for the coordination and completion of IT projects and therefore oversees all aspects of the project using planning, monitoring, and controlling processes.  A PM has duties to perform at each phase of a project to deliver a quality solution within budget and on schedule.  The IT Program Manager must develop, clarify, and manage the scope of the project and prepare reports for upper management regarding the status of each project. The PM applies project management knowledge, skills, tools, and techniques to support the business and to drive the development and application of project management methodology and culture to deliver robust IT solutions. The PM functions as the primary liaison between business units and IT, ensuring technology investments, initiatives, and services align with agency priorities, operational needs, compliance requirements, and desired outcomes; partners with business stakeholders and IT teams to analyze business needs, document requirements, improve processes, and ensure technology solutions meet organizational objectives; and plans, coordinate, and deliver technology projects by managing scope, schedule, resources, risks, communications, and stakeholder expectations to achieve approved business outcomes.

Primary Responsibilities

Job Responsibilities:

  • Identifies, tracks, monitors and communicates project-related issues, scope changes, variance, and contingencies that may arise during the implementation of projects.  Facilitates amicable solutions with the appropriate customer.
  • Functions as the business alignment manager to build and maintain trusted relationships with business leaders; ensure technology requests and initiatives support agency strategic goals, regulatory requirements, and operational priorities; evaluate, shape, and prioritize requests based on business value, risk, compliance, resource availability, and strategic alignment; serve as the subject matter expert for business-unit applications, workflows, and operational processes; represent business-unit needs within IT governance process; and communicate priorities, decisions, and technology roadmaps to stakeholders.
  • Easily shifts from one task to another without losing sight of long-term goals.
  • Understands how the DBHDD’s applications and systems are impacted when implementing changes.
  • Effectively communicates relevant project information to key stakeholders in a timely and appropriate manner.
  • Collaborates effectively with people across the agency to accomplish project goals.
  • Sets high expectations and enforces standards to meet project timelines.
  • Remains aware of impending deadlines and competing initiatives that may change priorities and deliverables.
  • Stays up-to-date on leading edge project management practices.
  • Documents and communicates information in a detailed and precise manner.
  • Understands how external changes can impact timelines, deliverables, resources, and budget.
  • Knows how decisions will impact the customer/user, and develops solutions that have the least risk to the customer.
  • Keeps project team members informed of events and issues that will impact their work.
  • Serves as a representative voice of the team and raises concerns to business owners when appropriate.
  • Incorporates business owners’ and customers’ expectations when prioritizing all initiatives related to a project.
  • Organizes timely project meetings and involves necessary team members to set and discuss objectives and potential obstacles.

Preferred Qualifications

Eight (8) years PM experience managing IT projects. Current PMP Certification Solid understanding of System Development Life Cycle and Agile methodology Skilled with using Microsoft Project, SharePoint, Outlook, Visio and devOps Skilled at conflict resolution Strong organizational, analytical, and problem-solving skills. Ability to communicate to management, business, and technical personnel
