STATE PROFILE SUMMARY: Serves as an Assistant Office Head over one or more engineering groups. Manages, directs, and coordinates the delivery of project plans for assigned engineering group(s). Manages, supervises, and provides leadership to Group Managers and professional staff. Manages the quality assurance process for assigned engineering group(s). Develops and shares best practices and training for office-wide implementation.
Job Specific Duties:
Under limited supervision, serves as an Assistant Office Head in the Office of Design Policy and Support with supervisory responsibility over the “Statewide Design Programs” section of the office. Includes four design policy teams that are responsible for developing and maintaining GDOT design policies, managing programs, and performing QA reviews. These teams are organized into the following four areas: (1) Roadway Hydraulics; (2) Roadway Lighting; (3) Water Resources; and (4) Conceptual Design. This includes support of project delivery and overall compliance with federal and state regulations/permits. Serves as a subject matter expert for the Department including the preparation (or overseeing) of studies and design, review of engineering deliverables and advises on the application of policy to engineering decision making. Provides instruction for implementation of new and existing policy and represents the Department at internal and external meetings and litigation. Duties include administrative management of GDOT staff and embedded consultant including assignments, WFTK, performance plans and evaluations.
MINIMUM QUALIFICATIONS
The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Qualifications.
STATE ENTRY QUALIFICATIONS:
- Bachelor's degree in civil engineering or civil engineering and technology and demonstrated experience in a leadership position and a Professional Engineering (PE) License OR a PE License and demonstrated experience leadership position.
- Note: Professional Engineering (PE) license is required.
AGENCY SPECIFIC QUALIFICATIONS:
- Georgia PE license required or the ability to get one within six months of hire date
- Foreign degrees require a completed Equivalency Evaluation by NCEES along with an official transcript when submitting an application.
- Ten years of experience in designing and/or reviewing roadway-related plans, programs, or reports.
- Significant professional training and experience in applying principles, standards, laws, and/or regulations as it relates to engineering.
- Demonstrated experience in team building and managing and resolving conflicts.
- Possesses a knowledge of the Department’s programs and plan development processes.
- Supervisory experience comparable to a Group Leader in an engineering related environment
- Demonstrated strong leadership skills, with the ability to motivate and guide others toward accomplishment of office goals.
- Possesses strong written and oral communication skills with the ability to express ideas and facts to groups and individuals effectively including giving formal presentations to various stakeholders.
- Demonstrated experience identifying and solving problems and applying innovative solutions to make improvements to a work group.
- Demonstrated ability to conform to shifting priorities, demands, and timelines.

Good Employment Standing:

Actions that may disqualify an applicant include letters of reprimand (active for 12 months after issuance date); suspension without pay or disciplinary demotion (active for 12 months from the effective date); Performance Improvement Plans (PIP) and Leave Restriction Plans (active until 12 months after the date of issuance). In addition, an employee must have an overall ePerformance rating score of three (3) or higher on their most current evaluation. Human Resources may remove any employee from consideration for selection who is pending a disciplinary action; however, if the action is resolved in the employee’s favor, he or she will be allowed to compete.
