STATE PROFILE SUMMARY:
Manages one or more of the following areas: OMAT, maintenance, construction, intermodal, planning, utilities, surveying, environmental or traffic. Serves as group leader to professionals providing professional support in one or more of the areas listed.
JOB RESPONSIBILITIES:
- Under limited supervision acts as a liaison between the Assistant State Maintenance Engineer - Emergency Operations and the District Maintenance Engineers by continually traveling throughout the field to ensure consistency of all maintenance operations, based on department policies and maintenance standards.
- This position assists the Emergency Operations Manager for responding to emergencies and natural disasters such as floods, hurricanes, and tornadoes in order to safely clear state routes and interstates and minimize risks to the traveling public and assets of the Department
- Responsibilities will include working the State Operations Center (SOC) during emergencies and attending training sessions during non-emergencies.
- This position will monitor and report on available resources and logistics for recovery operations to the immediate supervisor; while at times represent the Department during meetings with other state agencies and organizations such as GEMA-HS, FHWA, FEMA, fire departments and emergency medical services.
- Ensures compliance with applicable federal, state, and agency policies, regulations and objectives.
- Training district staff and other stakeholders on established disaster plans, web applications, and standard operational procedures; assists in development, review & update operational plans for different emergencies such as the COOP, hurricane, winter weather, special response and others as required.
- Imbeds with and works closely with IMT Teams during emergency events as a downstream GDOT representative; providing feedback and coordination with the affected districts.
- Assists with disseminating information for lodging and fueling prior to and throughout emergency operation events.
- Provides input and monitoring of Web EOC for accuracy during events, helps with development to enhance performance, and features.
- Position also pulls documentation for reimbursement purposes to meet FEMA and FHWA requirements.
- Assists with submitting documents to the FEMA and ER Portal in support of reimbursement operations as directed by the manager.
STATE ENTRY QUALIFICATIONS:
· Associate degree and experience in a lead worker, team leader, or supervisory role;
· OR One (1) year at position equivalent.
AGENCY SPECIFIC QUALIFICATIONS:
- Three years of experience with emergency operations, equipment, and other resources used in maintenance activities.
- One year of experience working with multiple agencies to accomplish work goals.
- One year of experience to calculate and measure quantities, costs, and inventories.
- One year of experience providing technical assistance to others.
AGENCY REQUIRED COMPETENCIES: (KSAs)
- Ability to prepare and deliver speeches, formal training, and instructions as necessary.
- Ability to monitor work in progress to ensure proper scheduling, resources, and standards are met.

- Two years extensive work experience with emergency operations, equipment, and other resources used in maintenance activities.
- Two years demonstrated in depth knowledge of Emergency Operations.
- Demonstrated knowledge and understanding of different work units involved in the day-to-day operations of the Department and the Office of Maintenance.
- Demonstrated experience effectively managing multiple projects / teams simultaneously
- Demonstrated experience to calculate and measure quantities, costs, and inventories
- Possesses strong reasoning skills necessary to analyze information and draw appropriate conclusions.
- One-year demonstrated experience working with multiple agencies to accomplish work goals.
- Demonstrated experience to use available technology to assist with work.
- Demonstrated experience to implement innovative solutions for resolving maintenance related problems.
- Two years demonstrated experience effectively corresponding with departmental personnel through oral, written, and electronic means.
- Demonstrated strong negotiation skills with the ability to work out differences, conflicts, or problems that arise from projects; persuading others, gaining cooperation from others to obtain information and accomplish goals; negotiating to find mutually acceptable solutions; building consensus through give and take.

AGENCY PREFERRED QUALIFICATIONS:
- Knowledge of state and federal policies for disaster relief and best practices Certified Emergency Manager (CEM) or Associate Emergency Manager (AEM)
- Member of the National Emergency Management Association (NEMA) or International Association of Emergency Managers (IAEM)
- Demonstrated roadway maintenance experience training, planning, directing and evaluating assigned work
- Demonstrated experience working in the State Operations Center
