STATE JOB SUMMARY:
Under broad supervision, provides in-depth research and analytical support for a complex category in a variety of procurement activities, and/or leads a less complex category. Develops and executes procurement strategies that are designed to maximize customer satisfaction and minimize cost for assigned less-complex category(s). Develops and maintains effective working relationships with internal and external stakeholders. Manages category and vendor performance.
Job Specific Responsibilities:
Under minimum supervision, assists with managing the functions of the Department of Transportation (GDOT) contract section and other duties as determined. Performs research, spend analysis, and innovation to support the development, implementation, and administration of Agency Contracts for commodities and/or services. Responsible for the administration of assigned contracts for the life cycle of the contract. Prepares contracts in compliance with federal and state laws, rules and regulations of the agency. Reviews & prepares specifications and requirements. Demonstrated ability to monitor vendor performance against contract obligations, identifying and resolving discrepancies or issues in collaboration with vendors and internal teams. Serve as the primary point of contact for vendors on contractual matters, ensuring timely communication and resolution of any issues. Providing consultation and technical assistance. Monitor, update, and maintain contract databases. Responsible for maintaining working knowledge of procurement rules and regulations to ensure compliance with O.C.G.A. Title 32 and Title 50.
MINIMUM QUALIFICATIONS
The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Minimum Qualifications.
STATE ENTRY QUALIFICATIONS:
- Associate degree in accounting or business, or a directly related field from an accredited college or university and three (3) years of job-related experience in a procurement environment.
- OR Technical diploma in accounting or business and four (4) years of job-related experience in a procurement environment.
- OR Two years of experience at the lower-level Purchase/Procurement Agent 2 (FEP021) or equivalent position.
Note:
Some positions require Georgia Procurement Manual area-specific certification(s).
AGENCY SPECIFIC QUALIFICATIONS:
- Displays high standards of ethical conduct and understands the impact of violating these standards on an organization, self and others.
- Demonstrated excellent verbal and written communication skills, with the ability to interact with customers of all levels in a professional and courteous manner.
- Demonstrated ability to reason and make sound, well-informed decisions based on strong analytical skills.
- Demonstrated ability to execute innovative solutions in making recommendations to management and solving contractual problems.
- Ability to research, gather and organize information into a presentable understandable format used in the analysis of contract development.
- Two (2) years of experience working in a professional Procurement role at a State Agency or a Public College or University in the State of Georgia.
PREFERRED QUALIFICATIONS:
- Completion of a bachelor’s degree with a major in Business Administration, Public Administration, or Supply Chain Management from a College or University recognized by the US Department of Education as accredited.
- OR three (3) years of experience as a at the lower-level Purchase/Procurement Agent 2 (FEP021) or equivalent position, in public sector.
- Demonstrated experience performing contract administration activities through PeopleSoft.
- Knowledge of appropriate documentation and forms used in the contract administration process.
- Demonstrated experience in reviewing/developing contract language for recommendation to manager/supervisor consideration.
- Possession of a current, valid Georgia Certified Procurement Associate or Manager (GCPA or GCPM) certification.
- Possession of a current, valid Certified Public Procurement Buyer or Officer (CPPB or CPPO) certification.
- Possession of a current, valid NIGP Certified Procurement Professional (NIGP-CPP) certification.
- Possession of a current, Commercial and Contract Management Associate (CCMA)
- Possession of a current, Certified Professional Contract Manager™ (CPCM™)
- Possession of a current Certified Professional in Supply Management (CPSM)

Good Employment Standing:
In accordance with the Interview and Selection Process (ISP), an applicant must have no active disciplinary actions to be in good employment standing. Actions that may disqualify an applicant include letters of reprimand (active for 12 months after issuance date); suspension without pay or disciplinary demotion (active for 12 months from the effective date); Performance Improvement Plans (PIP) and Leave Restriction Plans (active until 12 months after the date of conclusion). In addition, an employee must have an overall ePerformance rating score of three (3) or higher on their most current evaluation. Please note that Memorandums of Concern are not considered disqualifying factors. Human Resources may remove any employee from consideration for selection who is pending a disciplinary action; however, if the action is resolved in the employee’s favor, he or she will be allowed to compete.
