General Description

SUMMARY OF THE POSITION
Under the supervision of the Business Operations Manager, the Portfolio Accounting Specialist for the Office of Portfolio Management is responsible for the organization, maintenance, and efficient operation of the office’s billing systems and processes. This role serves as the central point of contact for all billing-related inquiries, ensuring that both internal and external requests are addressed promptly, accurately, and professionally. The Portfolio Accounting Specialist plays a key role in maintaining consistency, transparency, and accountability across all billing activities.
The Portfolio Accounting Specialist will manage incoming invoices and oversee remittance procedures for the entire Office of Portfolio Management. Working closely with each branch, the Strategist will identify opportunities to streamline workflows, improve billing accuracy, and enhance overall efficiency. This includes ensuring that all external vendors are properly registered and maintained within the vendor management system to facilitate timely ACH payments and compliance with financial protocols.
In addition, the Portfolio Accounting Specialist will coordinate with inspectors, developers, and other stakeholders to resolve billing discrepancies and address issues related to non-compliance or cure submissions. By serving as a liaison between operational teams and external partners, the Strategist helps ensure that all billing matters are resolved in a timely manner while supporting adherence to organizational standards and regulatory requirements.
MINIMUM ELIGIBILITY REQUIREMENTS
High school diploma/GED and one (1) year of job-related experience or completion of an apprenticeship/internship that sufficiently supplied experience to understand the basic principles relevant to the major duties of the position or any other combination of education and professional experience that provides the requisite knowledge, skills, and abilities to successfully perform the job.
Note: A combination of education and experience at agency discretion.
MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of the Federal Low-Income Housing Tax Credit, HOME Program, and other Federal and State funded programs
Respond to inquiries, phone calls, correspondence, and email in a timely and responsive manner
Interface effectively and professionally with department staff, external partners, and Agency representatives.
Review and comprehend technical documents such as federal housing regulations and associated policies and procedures.
Strong knowledge of invoicing, accounts receivable/payable processes, and financial tracking systems, with the ability to manage high-volume transactional workflows accurately and efficiently.
Proficiency in data management tools (e.g., Excel, SharePoint, or similar systems) and the ability to maintain organized records, trackers, and reporting dashboards.
PREFERRED KNOWLEDGE AND SKILLS
Demonstrable oral and written communication skills
Have existing knowledge or business relationships with key industry stakeholders
Liaise with other internal business groups in pursuit of cross-department info sharing and development
Ability to respond appropriately in challenging situations and serve as a resource to team members and internal/external stakeholders
Basic understanding of invoice processing, payment application, and financial recordkeeping to support accurate billing operations.
Familiarity with vendor onboarding requirements and electronic payment systems, including ACH setup and maintenance.
Knowledge of compliance tracking concepts and the documentation required to support billing adjustments, cure submissions, and audit readiness.
WORKING CONDITIONS (TRAVEL, HOURS, ENVIRONMENT)
This position is currently designated as a hybrid (part in-office and part remote/telework) position. This position is full-time (40 hours per week) and may require occasional overtime. Local periodic travel may be required. Aside from approved travel, remote work location must be performed within the State of Georgia with availability to travel to Atlanta as requested or required.
PHYSICAL / SENSORY REQUIREMENTS:
Work is principally stationary, but the person in this position needs to occasionally move about inside the office to access file cabinets, office machinery, etc., and constantly operate a computer and other office equipment.
Must be able to remain in a stationary position 50% of the time.
