POSITION SUMMARY
Under general supervision, provides professional level category support in a variety of procurement activities including program administration and compliance monitoring. Provides assistance in on-going category and vendor performance management.
RESPONSIBILITIES AND DUTIES
- Administer the agency's Purchasing Card (P-Card) Program in accordance with State Purchasing Division (SPD)
- policies, agency procedures, and applicable laws and regulations.
- Serve as the agency's primary liaison with the card provider, State Purchasing Division, and internal stakeholders
- regarding P-Card program administration.
- Review, monitor, and approve cardholder applications, account maintenance requests, credit limit adjustments,
- and card cancellations.
- May support the strategic sourcing teams in more complex solicitations, using RFP tools, state systems, and other
- electronic tools.
- Research market sources and suppliers to locate to ensure most competitive pricing for the purchase of supplies
- and services
- May reviews and verifies purchase orders for supplies, equipment or services
- Effectively communicates purchasing and P-card policies and procedures to all personnel and interprets said
- policies and procedures as necessary. Provides guidance and assistance to end user, as required
- Provides training and communicates policies and information pertinent to purchasing procedures as appropriate.
- Develops and applies professional knowledge of the procurement field to include the Georgia Procurement Manual (GPM), Purchasing Card Manual and related rules and regulations. Develops an awareness and understanding of legal implications and possible complications.
DESIRED KNOWLEDGE, SKILLS AND ABILITIES
- Compliance monitoring and auditing.
- Strong written and verbal communication skills.
- Ability to interpret and apply procurement laws, policies, and procedures. Ability to train staff and present procurement-related information clearly and effectively.
MINIMUM QUALIFICATIONS
- Associate degree in accounting or business, or a directly related field from an accredited college or university and three (3) years of job-related experience in a procurement environment; or technical diploma in accounting or business and four (4) years of job-related experience in a procurement environment.
- Or two (2) years of experience at the lower-level Purchase/Procurement Agent 2 (FEP021) or position equivalent.
- Note: Some positions require Georgia Procurement Manual area-specific certification(s).
PREFERRED QUALIFICATIONS
- A minimum of two (2) years’ experience with P-Card programs in the public sector.
- 2-3 years of procurement experience in the public sector.
- 2-3 years of experience with PeopleSoft Financials
- 1+ years of experience with the Workday/Jagger.
- Knowledge of Georgia Procurement Manual (GPM) and the State PCard policy · Experience in training and PowerPoint presentations. · Required Certification: GCPM (Georgia Certified Purchasing Manager) and GCPCA (Georgia Certified P-Card Administrator) certified at the time of employment or within six (6) months from hire date.
