Job Summary:
Under broad supervision, manages the end-to-end operational procurement lifecycle, with primary responsibility for requisition review, processing, and approval. Ensures that internal purchasing requests are accurately and efficiently converted into authorized purchases in compliance with applicable procurement policies, financial controls, and agency procedures. Develops and implements strategies to improve and strengthen operational efficiency, reduce processing delays, and promote sound procurement practices. Establishes and maintains effective working relationships with internal stakeholders and external suppliers. Provides professional-level support across assigned procurement categories, including sourcing and purchasing activities, category administration, and ongoing supplier performance management.
Primary Duties & Responsibilities:
- Supervises, guides, and directs the work assignments of subordinate staff, including setting performance expectations, monitoring workload, and providing coaching and feedback.
- Monitors purchasing workload, processing timelines, accuracy, and staff performance to ensure requisitions and procurement actions are completed accurately and timely.
- Tracks procurement cycle times, identifies bottlenecks, and coordinates or escalates delays involving business owners, suppliers, the Department of Administrative Services (DOAS), or other external parties, as appropriate.
- Reviews and approves requisitions for supplies, equipment, and services, ensuring accuracy, completeness, and compliance with applicable requirements.
- Supports the development, coordination, and monitoring of procurement-related contracts, including renewals, amendments, and related agreements, in coordination with the agency's contract management function and applicable business owners.
- Assists in sourcing activities, including the development and posting of solicitations and cooperative purchasing notices.
- Assists in the evaluation of supplier responses and supports fair, consistent, and well-documented evaluation processes.
- Develops financial and technical evaluation documents and analyzes supplier responses. May support strategic sourcing teams with complex solicitations using request-for-proposal tools, state systems, and other electronic procurement resources.
- Reviews and analyzes contracts to ensure compliance with applicable state and federal laws, regulations, policies, and procedures.
- Conducts market research and analysis to support competitive pricing and best-value purchasing decisions for supplies and services.
- Provides training, guidance, and technical assistance regarding purchasing and sourcing policies, procedures, and systems.
- Develops and applies professional knowledge of procurement, including the Georgia Procurement Manual (GPM) and related laws, rules, regulations, and statewide policies.
- Maintains current job knowledge by participating in relevant educational and professional development opportunities.
Minimum Qualifications:
- Associate degree in accounting, business, or a directly related field from an accredited college or university and four (4) years of job-related experience in a procurement environment, including one (1) year in a lead worker, team leader, or supervisory role.
- Or a technical diploma in accounting or business from an accredited college or university and five (5) years of job-related experience in a procurement environment, including one (1) year in a lead worker, team leader, or supervisory role.
- Or two (2) years of experience at the lower-level Procurement Agent 3 (FEP022) or in an equivalent position.
Note: Some positions require Georgia Procurement Manual area-specific certification(s).
Preferred Qualifications:
- Five (5) to seven (7) years of procurement and/or contracting experience in the public sector.
- Three (3) to five (5) years of experience using enterprise procurement and financial systems, with GA@WORK/Workday experience preferred. PeopleSoft Financials experience is a plus.
- Experience using electronic sourcing, solicitation, and procurement platforms, including Workday/GA@WORK, JAGGAER, or comparable systems.
- Demonstrated experience managing solicitations through the Georgia Procurement Registry.
- Demonstrated knowledge of the Georgia Procurement Manual (GPM), DOAS requirements, statewide contracts, delegated purchasing authority, competitive procurement thresholds, and related State of Georgia procurement requirements.
- Experience developing and delivering training, including PowerPoint presentations.
- Georgia Certified Purchasing Manager (GCPM) certification at the time of employment or the ability to obtain certification within six (6) months of the hire date.
