Location: This is a mobile position and may require significant statewide travel. Successful candidate will reside in the state of Georgia. This position may require frequent travel to the Atlanta office as necessary given the inherent duties and responsibilities of the position.

Bright from the Start: Georgia Department of Early Care and Learning is responsible for meeting the childcare and early education needs of Georgia's children and their families.  It administers the nationally recognized Georgia's Pre-K Program, licenses childcare centers and home-based childcare, administers Georgia Childcare and Parent Services (CAPS) program, federal nutrition programs, and manages Quality Rated, Georgia's community powered childcare rating system.

The department also houses the Head Start State Collaboration Office, distributes federal funding to enhance the quality and availability of childcare, and works collaboratively with Georgia childcare resource and referral agencies and organizations throughout the state to enhance early care and education.

Job Description

The CAPS Quality Assurance and Training Consultant works collaboratively within the Quality Assurance and Training Team under the supervision of the Quality Assurance and Training Manager and Quality Assurance and Training Coordinator, to assess needs, coordinate, design, develop, and deliver interactive learning solutions through a variety of mediums in support of the overall strategy and goals of the Childcare and Parent Services (CAPS) program.

Job Responsibilities

Project management:

  • Effectively manages projects by appropriately focusing attention on the few critical priorities.
  • Effectively creates and executes against project timelines based on priorities and resource availability.
  • Effectively evaluates planned approaches, determines feasibility, and adjusts when needed.

Training development:

  • Enhances the capabilities of the organization by identifying opportunities for improved performance based on data and quality assurance reviews and developing high-quality learning experiences of all varieties (e.g., in person, virtual instruction lead, eLearning) that include training outlines summarizing objectives, materials (e.g., scenarios, slides, job aids, videos), and actionable plans for measuring effectiveness.
  • Supports a continuous learning environment by preserving and compiling intellectual capital which can be used by others, as appropriate.

Training facilitation:

  • Openly and effectively sharing their subject matter expertise with others.
  • Respectfully listens to others to gain a full understanding of issues.
  • Presents information in a clear and concise manner orally and in writing to ensure others understand their ideas.
  • Appropriately adapts their message, style, and tone to accommodate a variety of audiences.
  • Maintains current knowledge and adequate preparation.
  • Maintains a positive and engaging learning environment.
  • Measures training effectiveness.

Needs assessments and quality assurance reviews:

  • Conduct needs assessment and other types of analysis to identify gaps in employee performance or knowledge.
  • Review work completed and calls conducted by staff in CAPS to ensure compliance with quality standards. This includes routine quality assurance reviews of work completed by staff in Scholarship Administration, Family Support, and Program Administration functional areas of the CAPS program.
  • Provide coaching to CAPS staff on the results of quality assurance reviews in order to assist with improving reliability and consistency of processing cases.

Job Competencies

  • Able to facilitate communication and collaboration with a diverse group of internal stakeholders.
  • Understand and have in-depth experience with ADDIE, SAM, or similar instructional design approaches to create effective training solutions to meet business needs.
  • Be competent in adult learning theory and fundamental training approaches to design engaging learning solutions that promote a learning culture with a compliance focus.
  • Use curriculum development tools to create effective e-learning training, facilitation guides, course material, training aids, job aids, self-led material, and other training support material as required.    
  • Effective communication skills to serve as a learning consultant to align training strategies for process improvement initiatives, program changes, or mandated process modifications.
  • Maintain awareness of new developments in training and instructional design and recommend modifications in our curriculum and practices.

Agency Required Qualifications:

High school diploma/GED and three (3) years of experience providing educational, training or instructional services in functional area; or one (1) year of experience required at the lower-level Training & Dev Spec 2 (GSP121).

Agency Preferred Qualifications:

Preference will be given to applicants who, in addition to meeting the minimum qualifications, possess two or more of the following:
 

  • Bachelor’s degree in Communication, Education, Early Childhood Education, Sociology, or a related field from an accredited college/university.
  • Excellent presentation and communication skills.
  • Excellent internal and external customer service skills
  • Proven ability to manage several projects simultaneously and adapt to frequently changing demands.
  • Proven ability to learn multiple software systems, databases and capability to utilize various types of computers equipment, such as dual monitors.
  • 3-5 years’ experience in applications training
  • Experience in eLearning design tools
  • Intermediate to advanced skills in PowerPoint, Word, Excel, and Knowledge Management Systems
  • Proven ability to develop training courses and supporting documentation.
  • Experience in conducting needs analysis and operations application functionality.
  • Proven ability to identify customized strategies and tactics for success in training delivery.
  • Understanding of adult learning techniques.

Physical Position Requirements:

  • Work is typically performed in an office environment with intermittent sitting, standing, or walking in various settings.
  • The ability to speak clearly, to hear and understand at a normal conversational level, and to receive detailed information through verbal communication.
  • Close visual acuity to perform an activity such as: preparing and analyzing data; viewing a computer terminal; extensive reading and visual inspection.
  • Full range of hand and finger motion for data entry purposes
